Request for Expression of Interest in Consultancy
1.0 Introduction
The Nigerian Institute of Social and Economic Research (NISER) invites reputable companies with relevant experience and good track record to submit Expression of Interest (EOI) to provide consultancy services in the following areas:
a) Architectural Design;
b) Civil/Structural Design;
c) Electrical Installation Design;
d) Mechanical Installation Design; and
e) Quantity Surveying for the Bill of Quantities
Preference is for a company that can provide all the services.
2.0 Eligibility Criteria
Interested companies are required to submit the following:
i. Evidence of registration with the Corporate Affairs Commission;
ii. Certified True Copy of Memorandum’ and Articles of Association;
iii. Corporate profile of the firms including the CVs of key personnel supported by professional licences, registered addresses, functional contact e-mail addresses and GSM phone numbers;
iv. Verifiable evidence of similar and other jobs successfully executed in the past five years (letters of award and letters of practical completion);
v. Tax Clearance Certificate for the immediate past three years, and Unique Tax Payer Identification Number (TIN);
vi. Provision of VAT Certificate and evidence of past remittances;
vii. Audited accounts for the past three years, duly stamped by a licenced Auditor;
viii. Evidence of payment of pension contribution in respect of staff; and
ix. Evidence of ITF remittances in compliance with the Industrial Training Fund (ITF) Amendment Act, 2011
3.0 Submission
Expression of Interest (EOI) accompanied by relevant documents should be forwarded in sealed envelope. At the top left corner, bidders should write: “EOI in respect of Consultancy Services to Design NISER Conference Centre” and should be addressed to:

Envelope should not bear the name of the tendering companies.
The envelopes must be registered in the office of the Head, Procurement and Maintenance Division and dropped in the tender box provided for the purpose.
4.0 Closing
All EOI documents must be in the tender box on or before 12.00 noon of 3P March, 2014. Any tender received after this stated date and time will not be considered.
5.0 Opening of EOI Documents
EOI documents shall be opened immediately after close of submission on 31st March, 2014 in the Conference Room, Administration Building, NISER Headquarters, Ibadan. Firms and their representatives, Civil Society Organizations are invited to the opening of the EOI documents.

- NISER is neither committed nor obliged to shortlist any Consultant or to award the contract to any Consultant or Agent;
- NISER reserves the right to reject any and/or all bidding packages;
- NISER will only recognize and correspond with only authorized officers of the tendering companies and NOT through individuals or agents acting on their behalf; and
- This advertisement for invitation shall neither be construed as a commitment on the part of NISER nor shall it entitle any Consultant to make any claims whatsoever and/or seek any indemnity from NISER.
