Invitation for Prequalification/Direct Tender and Expression of Interest for Consultancy Services
1.0 Introduction
The Ministry of Niger Delta Affairs, in furtherance of its statutory mandate, intend to implement some capital projects under various works and services in line with the proposed budget for the Financial Year 2014 and in accordance with the procurement Act 2007.
The Ministry therefore invites interested reputable Companies/Consultancy firms with requisite expertise and experience in such field to submit pre-qualification/Expression of interest documents and/or Technical/Financial proposals were applicable for the projects of choice.
The projects description and scope are listed below.

3.0 Qualifications Requirements:
Interested and Competent Contractor who wishes to participate in the exercise are required to submit their Company’s profile which must include but not limited to the following documents:
- Evidence of incorporation of the Company with Corporate Affairs Commission (CAC)
- Evidence of Company Annual Returns to CAC for the immediate past three (3) years.
- Evidence of Currant Three years Tax Clearance Certificate e.i. 2011, 2012 & 2013
- Evidence of VAT Registration and remittances
- Evidence of compliance with PENCOM Act 2004 and Certificate with proof of remittances.
- Evidence of compliance with ITF requirement/remittances
- Current Company Audited Account for the past three (3) years, stamped arid signed.
- Detail Curriculum Vitae and profile of key/Professional Staff with copies of relevant certificates.
- Evidence of previous experience in execution of works of similar scope.
- Evidence of Financial capability and/or Banking support
- Sworn Affidavit that the firm is not bankrupt and that none of the Directors is an ex- convict or bankrupt.
- Sworn Affidavit that no staff of the Ministry of Niger Delta Affairs is a Director of the Company.
- Sworn affidavit to the effect that the company is capable of carrying out the services in the Niger Delta region.
- Clear Indication of Head Office Address.
- Evidence of capacity to provide vocational skilled training programme in the designated field. (Category C(i)nos.2-4)
- Evidence of company turnover of not less than N500 Million in the last two years (for Category A only).
- Firm’s corporate registration with the appropriate professional body to undertake engineering design COREN (Category C (ii) no. 18)
- Evidence of registration with Federal Ministry of Environment to conduct EIA (for Category C (ii) nos 1-17 only)
- Nigeria Content:
Nigeria content (NC) is “the quantum of composite value added to or created in the Nigerian economy by a systematic development of capacity and capabilities through deliberate utilization of Nigerian human/material resources and services in the Nigerian construction- skilled and unskilled”
Bidders shall consider Nigerian content as an important element of their overall approach and management philosophy for project execution. Thus, in responding to this invitation, Bidders are required to clearly;
- Submit a plan on how they intend to give first consideration to services provided from within Nigeria, raw materials and manufactured goods of Nigerian origin in line with the requirement of NC.
- Submit verifiable key management positions that are Nigerian nationals and percentage of the company’s total work force that will be beneficial to youth employment and community development in Nigeria.
- Indicate the quantum of verifiably employment to be generated stating projected numbers and specialties for skilled man power and unskilled labour; and
- All Bidders should include description of current health, safety and environment (BSE) procedures, plan, manuals and HSE performance statistics over the last three years, e.g. Accident, fatalities.
4.0 Method of Application
Interested contractors should apply for their preferred category taking note of the requirements and as detailed below;
Category A & C:Qualification documents only should be sealed labelled stating the Lot and Project
Category D & B: Interested Contractors are required to obtain Tender Documents from the address MNDA Bid office, near library on ground floor Phase 1, Federal Secretariat, Shehu Shagari way, Abuja on payment of a non-refundable fee of Twenty Thousand (N20, 000.00) only to the Ministry’s account:

5.0 Submission of Documents
The sealed documents should be submitted in the Tender Box located at the MNDA Bid office, near library on ground floor Phase 1, Federal Secretariat, Shehu Shagari way, Abuja.
Submission should be made depending on categories as detail below;
Category A: Only prequalification documents are to be submitted in a sealed envelope marked “Prequalification Documents (LOT…) for. ………………”
Category C: Only Qualification documents are to be submitted in a sealed envelope marked “Expression of Interest (LOT…) for …………”
Category B & D:Interested contractors are to submit Technical and Financial Proposals as follows:
- Technical Documents containing the requirement in para 3 sealed and marked Technical
- Financial Proposals sealed and marked Financial
- Both envelops should be inserted in a bigger envelop marked “Tender Documents for (LOT…) for……….

6.0 Deadline for Submission
Qualification document must be submitted to the MTB Secretariat on or before the specified date and time stated below:
Category A on or before 12 noon…… 7th July, 2014
Category B on or before 12noon……..28th July, 2014
Category C on or before 12noon……..30th July, 2014
Category D on or before 12noon……..28th June, 2014
The bids will be opened on the same day at the SGF Conference room located on the ground floor by 12.00pm in the presence of Bidders or their representatives, Ministry officials and general public.

8.0 Note:
- The Ministry may verify any or all the claims made by applicants and shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary.
- Bidders who have worked for the Ministry and have history of poor performance, abandonment, termination and/or prolonged contract execution period need not apply.
- This advertisement shall not entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from the Ministry by virtue of such companies having been prequalified;
- All costs Incurred in responding to the advert and prequalifying for the projects shall be borne solely by the Bidders.
- All submission pages must be duty initialed by the company.
- Two (2) hard copies and one (1) soft copy of proposals (Technical and Financial where applicable) are to be submitted by each lot applied for:
- Non-compliance to the instruction will lead to disqualification: and
- This advertisement shall not be construed as a commitment on the part of the Ministry to award contract to any bidder.
