Invitation for Tenders/Request for Proposals for the Execution of the Year 2015 Capital Projects
1.0 Introduction
The Lower Benue River Basin Development Authority, a Federal Government Parastatal under the supervision of the Federal Ministry of Water Resources, in continuation of its statutory function of undertaking comprehensive development of both surface and underground water resources for multi-purpose uses and in order to boost food production by encouraging the participation of farmers in irrigated agriculture, hereby invites suitably qualified and reputable companies, contractors and consultancy firms with proven competence and experience to submit their Tenders/ Proposals for the execution of any of the under listed projects:
(A) CONSULTANCY
(1) LOT 1/CS/15: Design of flood Channelization and Asphalted Road on Ado Street, Sabon Gari Ward, Lafia Road, Doma; To check erosion menace, Nasarawa state
(2) LOT 2/CS/15: Design of Township roads and drainage in Benue South Senatorial District (Bookshop road, Jericho road, Otukpa street and Ajene Etina Street)
(3) LOT 3/CS/15; Design of 13 KM Mangun-Wubel road with 25 Nos. Culvert and 2 Nos, Bridges, Mangu, Mangu LGA, Plateau state.
(B) GOODS
(1) LOT1/GS/15: Purchase of project Vehicle (Toyota Hilux Double Cabin) for construction of Township roads in Otukpo
(2) LOT2/GS/15: Supply of Grinding and block moulding machines in Mbayongo community, Vandeikya LGA, Benue state.
(C) WORKS
(1) LOT1/WS/15: Construction of flood Channelization and Asphalted road on Ado street, Sabon Gari ward, Lafia road, Doma; To check erosion menace, Nasarawa state
(2) LOT2/WS/15: Repair and reticulation of solar powered borehole in Fwavwei-Jiku Rayfield, Jos South LGA, Plateau state
(3) LOT3/WS/15: Drilling of 3 Nos. Solar Powered Boreholes at Gajin-Bashar, Dogon Ruwa Safiyo and Mallam Adama Wase LGA, Plateau state
(4) LOT4/WS/15: Drilling of 1 No. Solar powered Borehole at Ado street, Doma, Nasarawa state
(5) LOT5/W5/15: Drilling of 1 No. motorized borehole at Mbazegh Primary health care center Tomatar, Kusuv Mbakyaan, Buruku federal constituency, Benue state
(6) LOT6/WS/15: Drilling of 1 No. solar powered borehole in Damna in Wase LGA, Plateau state
(7) LOT7/WS/15: Drilling of 1 No. Solar powered borehole in G/Kogi in Wase LGA, Plateau state
(8) LOT8/WS/15: Drilling of 1 No. Solar powered borehole in Chapkwai in Wase LGA, Plateau state
(9) LOT9/WS/15; Drilling of 1 No. Solar powered borehole in Tafawa-Gudus, Wase LGA, Plateau
(10) LOT10/WS/15: Drilling of 1 No. Solar powered borehole in Ungwan Birni Nyalum, Wase LGA, Plateau state
(11) LOT11/WS/15: Construction of 5 Nos. motorized boreholes with extensive reticulation in five (5) LGAs, Bokkos, Mangu, Pankshin, Kanke and Kanam in Plateau Central senatorial district
(12) LOT 12/WS/15: Construction of Township roads and drainage in Benue South senatorial district (Bookshop road, Jericho road, Otukpa street and Ajne Etina street)
(13) LOT 13/WS/15: Construction of 3 Nos. solar powered borehole in the following LGAs of Nasarawa state: Ittah, Nasarawa LGA, Akum, Nassarawa LGA, Nikoro, Kokona LGA Nasarawa west senatorial district, Nasarawa state
(14) LOT 14/WS/15: Construction of 2 Nos. blocks of Two classrooms with VIP toilets in Fwavwei Jiku, Rayfield, Jos South LGA
(15) LOT 15/WS/15: Provision of 4 Nos. motorized boreholes: Guma LGA, Benue state
(16) LOT 16/W5/15: Provision of 7 Nos. Hand pump boreholes
2.0 ELIGIBILITY CRITERIA
2.1 FOR CONSULTANCY SERVICES
(a) Evidence of registration with Corporate Affairs Commission (CAC) by inclusion of certified true copy (CTC) of certificate of incorporation and memorandum and articles of association.
(b) Last 3 years Tax Clearance certificate and Tax Identification Number (TIN)
(c) Detailed Company profile including evidence of qualified personnel
(d) Evidence of experience in at least five (5) jobs of similar nature and complexity executed within the last five years with verifiable letters of contract award and certificate of job completion
(e) Evidence of financial capability/reference letter from a reputable bank
(f) For JVs include MOU
(g) Evidence of registration with professional bodies such as ARCON or COREN or ICCON and JPAN, etc.
(h) Full accounts details including SORT Code
(I) Evidence of pension and social security contribution
(j) Evidence of ITF registration with evidence of remittances
(k) Possession of satisfactory quality assurance/quality control manual
(I) VAT registration with evidence of remittances
(m) 3 years audited accounts (2012-2014)
2.2 FOR GOODS

2.3 FOR WORKS

(f) Having liquidity and or evidence of access to or availability of confirmed credit facilities to execute the contract without delay
(g) For JVs include MOU
(h) Full account details including SORT code and evidence of financial capability to execute the project on award
(I) Evidence of pension and social security contribution
(j) Evidence of ITF registration with evidence of remittances
(k) Possession of satisfactory quality assurance and quality control manual
(l) 3 years audited accounts (2012-2014)
(m) For LOT 12/WS/15, Tenderers are to provide a confirmable bid security in the form of a bank draft or bank guarantee in a sum equal to 2% of the bid price in the format of specified in the standard tender document. Non-compliance will lead to disqualification
(3.0) COMPLETION OF TENDER DOCUMENTS

4.0 SUBMISSION OF BIDS
4.1 Completed Technical and financial bids (three copies each) shall be submitted in two different sealed envelopes, respectively labeled “Technical Bid for…. (Lot No and Description) “and “Financial Bid for ………(Project name)” with the company name indicated at the back of each envelope. Both envelopes should be sealed and placed in a third envelope marked with the “Lot No & Description” at the top right hand corner and addressed to:

(4.2) The closing date for the submission of tenders is on or before 12.00 noon on Tuesday 18th August, 2015
(4.3) All tenders and request for proposals will be opened by 1.00pm at the conference hall of the Authority’s Headquarters, Makurdi on Tuesday 18th August, 2015
(4.4) Only companies whose tenders meet the basic technical requirements would have their financial bids considered

(5.0.) DISCLAIMER AND CONCLUSION
