(1) The Federal Government of Nigeria has received a grant from Global Environment Facility towards the cost of the Nigeria Polychlorinated Biphenyl (PCBs) Management Project. The Borrower intends to apply part of the proceeds of the grant to eligible payments under the contract for consulting services for The Engineering Design and Supervision of i) Construction of PCB Storage & Disposal facilities in Lagos and Enugu States and (ii) Renovation of Laboratories in Lagos, Enugu and Kano States.
(2) The objectives and scope of this assignment are to prepare detailed engineering designs as well as supervise the construction of the facilities and laboratories. The assignment will include:
(a) Preliminary design for the storage facility and laboratories, including the main building part and matching facilities and utilities.
(b) Engineering design and preparation of construction drawings for the storage facility and laboratories, including but not limited to the special facilities.
(c) Development of technical specification for the matching standard equipment, preparation of the structural drawings, general arrangement and layout plan for the non-standard equipment, structural and architectural design and preparation of drawings for all equipment support structures and building components; and
(d) Supervision of construction works.
(3) The Polychlorinated Biphenyls (PCBs) Management Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services as indicated below:
(i) Engineering Design and Supervision of the Construction of PCB Storage Facilities in Lagos and Enugu States-Reference Number: PCB/EOI/2/CSF/11/2015.
(ii) Engineering Design and Supervision of Renovation of Laboratories in Lagos, Enugu & Kano States. Reference Number: PCB/EOI/2/CSF/12/2015.
(4) Interested Engineering Consultancy firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: General experience of the firm, specific experience related to the assignment, relevant educational and professional qualifications of the consultants in carrying out the assignment.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers January, 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment on information on conflict of interest related to the assignment as per paragraph 1.9 of Consultant Guidelines.
Consultants (firms) will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Consultant Guidelines.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
Interested consulting firms should submit one (1) original copy and two (2) copies of the above detailed information in English language in envelope marked: “Expression of Interest – Consultancy services for the i) Engineering design and supervision of construction of PCB Storage Facility and /or ii) Engineering design and supervision of Renovation of Laboratories.”
