Request for Expressions of Interest for the Engagement of Monitoring and Evaluation (M&E) Specialist.

The Federal Government of Nigeria has received financing from the World Bank towards the implementation of the Growth and Employment (GEM) Project, and intends to apply part of the credit for engaging Monitoring and Evaluation Specialist. The Consulting Services Specialist (“Monitoring and Evaluation Specialist”) will develop a work-plan in consultation with the Project Implementation Unit (PIU) and the relevant Industrial Cluster Groups (ICGs). The work plan will be designed to meet industry objectives as identified by stakeholders. Specifically, the Specialist will be expected to undertake and support the development and strengthening of robust monitoring and evaluation system for the GEM Project.
The GEM Project of FMITI now invites eligible individual (“Specialist”) to indicate their interest in providing the services. The individual Specialist would be contracted for 12 months.
Objectives of the Assignment are:
The main objective of the consultancy assignment is to design an M&E template, data collection system to be used to track the results and assess the outcomes and measure the impact towards the development objectives.
Scope of the Assignment Includes:
Key Tasks will include:
(i.) Preparing a detailed M&E manual to provide a clear framework for the utilization of the M&E systems and M&E procedures in line with the broad impact evaluation approach developed below in 6.2.
(ii.) Developing an M&E work plan to ensure that required data is collected in timely manner.
(iii.) Ensuring that systems are in place to collect and collate data. If necessary, installing hardware and software for M&E information and arrange for the training of computer operators.
(iv.) Supervising outsourced data collection as required.
Specific Task of the consultancy assignment is to provide technical inputs for monitoring and Evaluation including:
(i.) In consultation with the WB team and PIU cluster leaders and based on the Results Framework in the PAD, develop the methodology for data collection and analysis in order to compile various reports;
(ii.) Identify additional indicators, variables and sources as part of the overall data collection process;
(iii.) Develop the systems and templates for data-collection;
(iv.) Train the PIU in the data collection systems;
(v.) Ensure the effective storage and management of all relevant data;
(vi.) Provide peer review/quality assurance for GEM M&E technical reports/surveys/products;
Expected Outputs (Deliverables)
(i.) A manual for the collection of data, which will include templates, variables, sources and reporting format;
(ii.) A first report based on the Results Framework in the PAD;
(iii.) A data collection, cleaning and compilation cycle:
(iv.) Report on Training Needs Assessment for implementation of an M&E system in the project including Training Institutions directory.
Interested individuals should possess the following core competences, skills and qualifications:
(i.) Candidate shall possess at least Master’s Degree or Higher qualification in Administration, Finance, Management, or any other relevant discipline with minimum of 5 years’ experience in assessing and developing M&E system.
(ii.) Ability to conduct and develop M&E system, programme design (mainly log frame) or similar frameworks for monitoring and evaluation.
(iii.) Excellent interpersonal, communication and strong analytical skills of both quantitative and qualitative data.
(iv.) Excellent written communications, ICT, organizational and time management skills required to meet deadlines.
(v.) Possess Analytical and management skills;
(vi.) Have excellent administrative skills relating to large complex cluster development projects, designs and management of cluster development M&E systems.
The individual specialist will be selected in accordance with the procedures set out in the World Bank Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, as revised in January, 2011.
A Consultant may be selected in accordance with the Individual Consultants (IC) method set out in the Consultant Guidelines.
