Request for Expression of Interest (REOI) for Feasibility Study of Water Supply in Ondo, Plateau and Enugu States, Nigeria
The Federal Ministry of Water Resources, through the Project Preparatory Fund managed by the National Planning Commission (NPC), has requested financing from the French Development Agency (AFD), and intends to apply part of the proceeds for the following services: (Pre-) Feasibility Study of Water Supply in Ondo, Plateau and Enugu States of Nigeria.
The services include preparation of (Pre-) Feasibility Study of the three utilities in the three states by carrying out an assessment of the current level of operation in terms of the institutional, operational and managerial capacity in Urban Water Agencies of Ondo, Plateau and Enugu States. He will liaise with Ondo State Water Corporation (ODSWC), Plateau State Water Board (PSWB), and Enugu State Water Corporation (ENSWC) and collect all the elements necessary for the project design. In close collaboration with three Agencies, the consultant shall prepare different options including cost analysis to be compared in order to define the most optimal solution. The consultant will support these Agencies in the decision making process by providing adequate tools.
The consultant will also pay special attention to ensure optimal synergy with 3rd National Urban Water Sector Reform Project (NUWSRP III) funded by the World Bank and the 3rd Water Supply and Sanitation Reform Programme (WSSRP III) funded by the European Union (EU).
The study shall include the following activities:
(1) Rapid assessment of the current situation of Ondo, Plateau and Enugu Urban Water Supply Sector;
(2) Preliminary design of the infrastructure component;
(3) Preliminary design of the soft component, aiming at sustainable improvement to the Agencies’ operations;
(4) Preliminary estimates of project costs and economic and financial analysis of the project;
(5) Assessment of potential social and environmental impacts and gender issues; and
(6) Project overview.
The Federal Ministry of Water Resources now invites consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
The Client will prepare a short list of about six candidates to be pre-selected on the basis of the expressions of interest received to whom he will send a Request for Proposals to perform the services.
Expressions of interest must be delivered to the address below by 18th June, 2015.
