Request for Expression of Interest (EOI) Consultancy for Construction of Drip Irrigation
Introduction:
As part of continued efforts to carry out its functions of improving the well-being of the affected people and reducing their vulnerability to the impact of desertification, the National Agency for Great Green Wall (NAGGW) intend to engage Consultants to guide, supervise and monitor provision of water supply through construction of 92 (ninety-two) irrigation facilities in the 11 (eleven) participating/frontline states of the Great Green Wall Programme which have been grouped into the under-listed Lots for the purposes of this assignment:
Lot 1: Borno and Yobe States
Lot 2: Bauchi and Gombe States
Lot 3: Jigawa and Kano States
Lot 4; Ada mawa and Zamfara States
Lot 5; Kebbi and Sokoto States
Lot 6: Katsina State
Objective:
To bring professional and technical competence to bear in the supervision of the irrigation facility construction works in the affected areas, so as to ensure compliance with specifications and standards required in the project execution.
Scope:
The assignment will cover the following, among others:
- Site supervision of works;
- Prepare/Review of outline design;
- Scrutinise and review overall designs of main canal, secondary, and tertiary water courses;
- Coordination of all technical activities in the office and also on the site to ensure construction of irrigation infrastructure is according to the engineering standards and local conditions;
- Work independently, and direct through subordinate partner engineers, the construction of canals, water courses according engineering norm in standards;
- conduct research on problems of soil drainage and water logging;
- Issue instructions to the contractors in respect of all the works in accordance with the general and special conditions of the contract;
- Assist the contractor as directed by the Provincial Supervisor;
- Establish Water Association for each individual Irrigation project at the community level;
- Convene meetings at intervals between the Client, Consultant and Contractor to discuss progress of work;
- Ensure that the site is restored to its former state;
- Preparation and submission of Inception, Interim/Progress and Final Reports;
- Handing over of completed and functional irrigation sites to the client.
Qualifying Criteria:
In order to be considered, a Consultant must fulfil the following conditions:
- Evidence of registration with Corporate Affairs Commission (CAC);
- Evidence of current Firm’s Tax Clearance Certificate or that of the Principals for the last three years ending in December 2014;
- Evidence of Clearance Certificate from National Pension Commission as evidence of compliance with Pensions Reform Act, as amended 2014;
- Evidence of Compliance Certificate from Industrial Training Fund as evidence of compliance with Industrial Training Fund Amendment Act 2014;
- Evidence of Clearance Certificate from Nigeria Social Insurance Trust Fund indicating compliance with the Employees’ Compensation Act;
- Sworn Affidavit disclosing whether or not any officer of National Agency for Great Green Wall or Bureau of Public Procurement is a former or present director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars,
- Evidence of registration with relevant professional bodies;
- Detailed company profile indicating amongst others the qualification, experiences and curriculum vitae of key staff to be deployed for this assignment; A firm shall not be considered for more than one Lot in this assignment.
Submission:
Three copies of Expression of Interest (EOI) must be packaged in sealed envelopes clearly marked “EXPRESSION OF INTEREST AS A CONSULTANT TO UNDERTAKE SUPERVISION OF DRIP IRRIGATION” and addressed to the Director-General, National Agency for Great Green Wall and left in the appropriate Tender Box at No. 14, Etang Ebuli Crescent Off Idris Ibrahim Crescent, Jabi -Abuja within working hours on or before 12.00Noon on Tuesday, 3rd February, 2015.
All EOIs will be opened immediately after the deadline at the Agency’s Conference Room in the presence of Consultants in attendance.
Please note that:
(a) Only short-listed Consultants will be invited for further consideration;
(b) Late submission shall be rejected;
(c) This advertisement shall not be construed as a commitment on the part of NAGGW to appoint any Consultant, nor shall it entitle any Consultant submitting documents to claim any indemnity from NAGGW;
(d) NAGGW reserves the right to take decision on any of the documents received.
