Invitation to Tender for Projects under Abuja Enviromental Protection Board (AEPB), FCT Land Administration Department and FCT Archives & History Bureau.
The Federal Capital Territory Administration (FCTA) is inviting competent and interested Companies to submit Technical and Financial bids for Projects under Abuja Environmental Protection Board (AEPB), FCT Land Administration Department and FCT Archives & History Bureau. The Projects are as follows:
(A) Abuja Environmental Protection Board (AEPB):-
Solid Waste Collection & Management and Provision of Ancilliary Infrastructures.

Infrastructures in six (6) delineated areas of Federal Capital City (FCC).

Duration of Contract:
The Solid Waste Collection & Management and Provision of Ancillary Infrastructures would be for a period of Thirty Six (36) months.
(B) FCT Land Administration Department: –
Lot 1A: Construction of Fence and Landscaping of Land Zonal Office in Bwari Area Council.
Lot 1B: Construction of Fence and Landscaping of Land Zonal Office in Gwagwalada Area Council.
Lot 1C: Construction of Fence and Landscaping of Land Zonal Office in Kuje Area Council.
(C) FCT Archives & History Bureau:-
Lot 1: Renovation of FCT Archives &History Bureau Office Complex.
Lot 2: Procurement of Digital Library Equipment.
Pre-Qualification Requirements:
(i) Evidence of Company Registration with Corporate Affairs Commission (CAC) and Articles & Memorandum of Association.
(ii) Tax Clearance Certificate for the last three (3) years expiring 31st December, 2014.
(iii) Current Compliance Certificate issued by National Pension Commission in line with the provision of Part IV Section 16 Subsection 6d of the Public Procurement Act (PPA), 2007.
(iv) Evidence of Compliance with Statutory provisions of industrial Training Fund (ITF) Act as amended.
(v) Evidence of Registration on the National Database of Contractors, Consultants and Service providers with the Bureau of Public Procurement (BPP) in line with Sections 5(h) and 6(1)(f) of the Public Procurement Act (PPA), 5007.
(vi) Evidence of VAT Registration and remittances.
(vii) Evidence of Up to date Annual returns with CAC, and note that due diligence could be conducted.
(viii) Valid operational License issued by Abuja Environmental Protection Board (AEPB) and Registration Certificate with Environmental Health Officers Registration Council of Nigeria (EHORECON) for bidders bidding for Solid Waste Collection &Management and Provision of Ancillary Infrastructures in FCC.
(ix) Verifiable documentary evidences of similar jobs that had been successfully executed within the last three years, status of ongoing projects and total monetary value.
(x) Evidence of last three (3) successive years Audited Accounts of the Company (2011-2013) prepared by a Chartered Accounting Firm.
(xi) Letter to the Company’s Bank authorizing FCTA or its representative(s) to cross check the Company’s account.
(xii) Current Bank Reference, and statement of account of the Company for the last twelve (12) months.
(xiii) Detail information regarding any litigation within the last five (5) years in which the Company is involved.
(xiv) List of relevant Equipment and Plants to be deployed for the project, stating their location and whether they are owned or on lease.
(xv) Company profile and list of professional staff, copies of their Academic & Professional Qualifications (Certificates), GSM/Phone Numbers, Contact address and functional e-mail.
(xvi) Comprehensive Work Plan (for bidders bidding for Solid Waste Collection & Management and Provision of Ancillary Infrastructures in FCC).
(xvii) Sworn affidavit in compliance with the provisions of Part IV Section 16, Subsection 6 (a & f) of the Public Procurement Act (PPA), 2007.
Collection of Tender Documents:
Interested Companies should collect Tender documents from FCT Tenders Board Secretariat (FCT Procurement Department), First Floor, Block “B”, FCTA Secretariat, Kapital Road, Area 11, Garki-Abuja upon the presentation of evidence of payment of N100,000.00 non-refundable Tenders fee per Lot for Solid Waste Collection & Management and Provision of Ancillary Infrastructures in FCC under Abuja Environmental Protection Board (AEPB) and N25,000.00 non-refundable Tenders fee per Lot for Bids under either FCT Land Administration Department or FCT Archives & History Bureau into FCT Treasury Revenue Account No. 5030009770 at Fidelity Bank PLC (Central Area), Abuja.
Submission of Tender Documents:
The Technical and Financial bid documents should each be sealed and labeled “Technical” and “Financial” Bids separately and as appropriate, and the two envelopes be put in another envelope that should also be sealed and labeled at the right hand corner accordingly indicating Project name, Lot (where applicable), and the name of Procuring entity (that is either Abuja Environmental Protection Board (AEPB) or FCT Land Administration Department or FCT Archives & History Bureau). The Tender documents (Technical & Financial bid) shall each be submitted in three (3) copies (one original and two other copies) and all pages are to be duly endorsed by an authorized Principal officer. The envelope should be deposited in the Tender Box at the Office of the Secretary, FCT Tenders Board Secretariat, Room 043, First Floor, Block “B”, FCT Procurement Department, FCTA Secretariat, Kapital Road, Area 11, Garki-Abuja not later than 12.00 noon on 26th January, 2015.
NOTE.
(i) Bidders are not allowed to bid for more than two (2) Lots under a particular Department/Agency and failure to comply with this instruction would attract Disqualification.
(ii) Bidders bidding for Solid Waste Collection & Management and Provision of Ancillary Infrastructures in FCC must provide Valid Operational License issued by Abuja Environmental Protection Board (AEPB) and Registration Certificate with Environmental Health Officers Registration Council of Nigeria (EHORECON).
(iii) The representatives of the bidding Companies and interested members of Public especially Civil Rights Organizations are invited to witness the opening of the Tenders immediately after the close of submission on 26th January, 2015 at FCT Archives & History Bureau, near AGIS, Area 11, Garki – Abuja.
(iv) The representatives of the Companies are to bring a Letter of Introduction indicating Name, Rank and Sample signature.
(v) This advertisement shall not be construed as a commitment on the part of FCTA nor shall it entitle responding Companies to seek any indemnity from FCTA by virtue of such Companies having responded to advertisement.
(vi) FCTA is not bound to accept the lowest or any of the bids.
