Invitation for Technical Bids from Contractors
1.0 Introduction
The Federal Ministry of Water Resources is desirous of engaging interested and qualified contractors to submit Technical Bid Documents for the Procurement of Lower Anambra Irrigation Project (LAIP) under listed below: which involves the Rehabilitation of Irrigation Facilities and the Construction of Alternative Source of Water from Obinna River.

2.0 Scope of Work
2.1 Pumping Station:
Comprehensive Rehabilitation of the pumping station including the Headwork, Conversion of 3 out of 5 mixed flow pumps into electric motors and complete rehabilitation of the remaining 2.
2.2 Irrigation Structures:
(i) Complete Rehabilitation of the 16.5km old headrace with concrete lining and construction of subsoil drainages.
(ii) Rehabilitation of the 8m discharge pipeline.
(iii) Rehabilitation of regulatory pond (70m x 80m),
(iv) Rehabilitation of main canals (East & West-24km and 20km, respectively),
(v) Rehabilitation of Secondary Canals (12 km),
(vi) Rehabilitation of Distribution Canals (271 km)
2.3 Road Network;
(a) Rehabilitation of 2nos. Truck Roads (12.7km),
(b) Rehabilitation of 33nos. Secondary Roads (961km),
(c) Rehabilitation of 516nos. Farm Roads (198.1km).
2.4 Other Rehabilitations:
(i) Rehabilitation of 3-Bed Room Bungalow, 2-Bed Room Bungalow, Workshops, Stores Houses, Gates Houses, etc.,
(2) Rehabilitation of Heavy Duty Equipment and Tractors of Motor Grader, CAT 140K, Hydraulic Excavator CAT, Bulldozer CAT D6R, Road Roller Soil Compactor CS553E,etc.
2.5 Construction of Alternative Source of Water:
To flow by total gravity from Obinna River to augment the water supplied to the project from Anambra River. The total length of the headrace with full concrete lining is 34km.
3.0 Eligibility Requirement:
Interested Contractors are to provide the following information amongst others in their Technical Profiles. All the under listed technical/capacity requirements are mandatory/compulsory and non submission of any one will lead to disqualification:
(i) Detailed Company Profile,
(ii) Certificate of Registration with Corporate Affairs Commission,
(iii) Tax Clearance Certificate for at least three years (2011, 2012 & 2013).
(iv) Evidence of Compliance with the Industrial Training Fund (ITF) Amendment Act, 2011 by inclusion of current Certificate of Compliance from the Industrial Training Fund,
(v) Evidence of compliance with Pension Reforms Act 2004 by inclusion of current PENCOM Compliance Clearance Certificate.
(vi) Verifiable evidence of (Photocopies of letters of Award & Completion Certificates) of previous experience in similar jobs at least 3 (Three) in the last five years,
(vii) Evidence of adequate relevant professional Personnel (with copies of Certificates of registration with relevant Regulatory Bodies) in the employment of the company and verifiable documentary evidence of having a Project Manager with at least 10 years experience including not less than 5 years as a manager in the construction of works of similar nature and scope,
(viii) Possession of substantial proportion of the construction equipment required to successfully execute the contract with verifiable documentary proof of ownership or lease,
(ix) Evidence of Minimum Average Company Annual Turnover of N300 Million in the Last Three (3) Years (2011, 2012&2013),
(x) Possession of satisfactory Quality Assurance/Quality Control Manuals,
(xi) Evidence of registration of firm in BPP Contract database will be an added advantage.
(xii) Please note that all these criteria are minimum requirements and non-possession of any will lead to disqualification
4.0 Submission of Bid Documents:
The above listed Technical requirements must be submitted on or before 12:00 noon 8th December, 2014 and Bid opening will take place immediately after the deadline for bid submission at the Conference Room of the Ministry.
Completed Technical Bids (two sets of hard copies and one electronic copy in compact disk on Microsoft office) shall be submitted and labeled Technical Bid” with “Project Name” at the Top Right Hand corner with company name behind the envelopes and dropped in the appropriate Tender Box on or before
noon of Monday December 8th 2014. The envelope should be addressed to:

5.0 Conclusion:
(i) The Ministry will not be responsible for any costs or expenses incurred by interested party(ies) in connection with any response to this invitation and or the preparation or submission,
(ii) Bidders should comply fully with the instructions listed in this Advertisement and should desist from submitting documents that are not genuine. All information provided by bidders will be verified and any erring contractor/documents will be handed over to relevant security and Anti-corruption Agencies for further investigation and possible prosecution.
(iii) The Ministry is not bound to shortlist or pre-qualify bidder and reserves the right to annul the selection process at any time without incurring any liabilities in line with the provisions of the Public Procurement Act, 2007.
(iv) This advertisement should be regarded as a Public Invitation to all interested bidders. Non Governmental Organizations working in Transparency and Accountability and relevant Industry Regulatory and Professional Bodies to attend the Bid Opening Session.
