Invitation for Technical and Financial Tender for the Implementation of 2014 Capital Projects
The Federal Ministry of Lands, Housing and Urban Development in furtherance of its statutory mandate intend to carry out procurements for FY 2014.
2. Accordingly and in compliance with the Public Procurement Act 2007, and the directive of the Secretary to the Government of the Federation on the commencement of the implementation of procurement activities for new and ongoing projects and programmes in the FY 2014, the Ministry hereby invites qualified, interested and eligible vendors, suppliers, contractors, consultants, Original Equipment Manufacturers (OEMs) or their Representatives to tender for participation in the procurement of goods, works and services of the various Departments and Units of the Ministry as listed below:

Qualification Criteria and Tender Requirements:
3. Qualified, interested and eligible vendors, suppliers, consultants and contractors are to submit their documents of technical eligibility strictly in the following order in a property put together company profile:
i. Evidence of registration with Corporate Affairs Commission (CAC);
ii. Copy of current Tax Clearance Certificate; snowing three (3) years Tax Payments.
ii. Evidence of VAT Registration;
iv. Evidence of payment of non- refundable Tender Fee of N10.000.00 only in favour of Federal Ministry of Lands, Housing and Urban Development;
v. Letter of Financial Capability & Banking support;
vi. Evidence of compliance with Pensions Act 2004;
vii. Evidence of compliance with section 6 of the Industrial Training Fund (ITF) Act;
viii. Evidence of compliance with ETF;
ix. Evidence of registration with Financial Reporting Council of Nigeria;
x. Evidence of registration with National Environmental Standards and Regulations Enforcement Agency (NESREA) for Lots D45-50 only
xi. Profile of key staff including evidence of valid registration of key staff/company where applicable with appropriate Professional Bodies like ARCON, COREN, CORBON; SURCON, ESVARBON, TOPREC etc. for all Building Construction, Survey, Lands, Urban/Regional Development and Engineering Services Projects;
xii. Evidence of 3 similar jobs, previously executed or currently being executed (including letters of award, completion certificates, payments);
xiii. Company Audited Accounts for the last 3 years;
xiv. Submission of technical details & brochures of items being tendered for and evidence of Manufacturers’ Authorization or dealership/distributorship appointment;
xv. All other document(s) to support the qualification and tender documents as may be contained in the Standard Bidding Documents (equipments owned or leased, sworn affidavit confirming that all information presented and attached are true and correct of the company and that no officer of the Federal Ministry of Lands, Housing and Urban Development is a former or present Director, shareholder or has any pecuniary interest in the bidder);
Note:
- All the above requirements shall be enclosed in the Technical Bid envelopes.
- Bidders must not combine (envelope) more than one lot in bid submission;
- All bids above N50million must be supported with a Bid Security of 2% of the total Bid Price and placed in the financial Bid envelope;
- The financial Bid documents BOQ/BEME etc should be in two copies properly identified as “Original” and “Copy” and the soft copy of both Technical profile and Financial bid saved in a CD should be enclosed in the Financial bid envelope.
Collection of Tender Documents
4. Qualified, interested and eligible vendors, suppliers, consultants and contractors are to collect tender/bid documents for only one lot from the address below, upon the presentation of an evidence (original receipt) for the payment of non-refundable tender fee of N10,000.00 per lot through purchase of Bank Draft in favour of Federal Ministry of Lands, Housing and Urban Development;

Submission of Tender Documents:
5. The completed tender documents must be submitted, one (1) copy for Technical bid and two (2) copies for Financial bid (the word ORIGINAL inscribe on the original copy while COPY should be inscribed on the copy) in separate sealed envelopes with Company names for identification purpose and clearly marked “Technical Bid” and “Financial Bid” and both sealed in a third envelop marked with the Appropriate Project Title, Lot Number and Company Name at the top right hand comer and delivered to the address below; not later than 12.00 noon of Thursday, 8th May, 2014.

6. The “Technical Bid” documents will be publicly opened in the Conference Room of the Federal Ministry of Lands, Housing and Urban Development, Mabushi, Abuja, at 12.30 pm, immediately after the close of bids submission on Thursday, 8th May, 2014. Only prequalified companies will subsequently be invited to witness the public opening of their “Financial Bid” documents.
7. Contractors or their representatives, interested members of the public and relevant Non-Governmental Organisations (NGOs) are invited to witness the opening of the “Technical Bid” documents.
8. Additional Information/Disclaimer
(i) This advertisement that is published in the “THISDAY” and “Daily Trust” Newspapers & the Federal Tenders Journal of Thursday, 27th March, 2014 shall not be construed as a commitment on the part of the Federal Ministry of Lands, Housing & Urban Development; nor shall it entitle any bidder to make any claims whatsoever or seek any indemnity from the Ministry by virtue of such company having responded to the advertisement;
(ii) Notwithstanding the submission of any Company tender data, the Ministry is neither committed nor obligated to include the company in any bid list or award any form of contract to a company or agent;
(iii) The Ministry reserves the right to make available the tender/bid documents to Interested bidders only;
(iv) Contractors who have worked For the Ministry or sister MDAs and have history of poor performance, abandonment, termination and/or prolonged contract period need not apply;
(v) The Ministry may verify any or all the claims made by applicants and shall disqualify any company whose claims are found to be false;
(vi) All small value procurements of goods, works or services will, subsequently, be advertised in the Ministry’s Notice Boards;
(vii) Late submission of bids will not be accepted.
(viii.) The final conclusion of the procurement process for all projects listed above is subject to adequate budgetary provision in the 2014 Appropriation and the evolving priority protects/programmes in the “Housing Revolution” under the Transformation Agenda of the Federal Government.
