Invitation for Technical and Financial Bids from Interested Bidders for Projects under 2015 Appropriation of the Cross River Basin Development Authority
(1.0) Introduction
(1.1) The Cross River Basin Development Authority (CRBDA) is a Parastatal of the Federal Ministry of Water Resources charged with Comprehensive Development of Surface and Ground Water Resources, Flood and Erosion Control etc in Akwa Ibom and Cross River States. The Authority intends to carry out Procurement for the various projects under its 2015 Appropriation.
(1.2) Cross River Basin Development Authority hereby invites interested Contractors and Consultants to submit Technical and Financial bids for the Projects in the 2015 Appropriation under the following categories:
- Lot 1: Water Supply Works
(i) Construction of Water Supply Scheme at North Ishau, Edo State
(ii) Water Project in Ewet Estate, Uyo, Akwa Ibom State
The scope of works under this Lot includes mobilization to site, site clearing and construction of Intakes/Boreholes, Head works, Ground/Elevated Water Tanks, Water Treatment Plants, Solar Powered Motorized Boreholes, Rehabilitation of Water Projects.
- Lot 2: Erosion/Flood Control and Drainage Works
(i) Erosion Control Works at Nguzu in Afikpo South LGA, Ebonyi State
(ii) Erosion Control Works in Adiabo Akani-obio Ukpakata, Cross River South Senatorial District, Cross River State
(iii) Flood/Erosion Control at Benkokwa, Atakamba and Kashie Communities of Bansara Osokom in Cross River State
(iv) Rehabilitation of Nna Enin-Ibiono Ewuro Farm Road, Ini LGA, Akwa Ibom State
The scope of works under this Lot includes Mobilization to site, Site Clearing, Construction of assorted Erosion, Flood Control and Drainage infrastructures
- Lot 3: General Works and General Goods
The scope of works under this Lot includes various maintenance works and supply of Agro Chemicals, Farm Tools and Equipments, Office Furniture at our Irrigation Projects in Akwa Ibom and Cross River States
- Lot 4: Proposals for Consultancy Services for Projects Supervision
The scope of works under this Lot includes Supervision of various Water, Erosion/Flood Control and Drainage Works
(2.0) Eligibility Criteria
Bidders are to provide the following as minimum prequalification requirements for the project of their choice.
For Consultancy Services
(a) Evidence of registration with Corporate Affairs Commission (CAC) by inclusion of certificate of Incorporation and Article of Association
(b) Last 3years, 2012, 2013 and 2014 Tax Clearance Certificates
(c) Evidence of compliance with Industrial Training Fund (ITF) Amendment Act 2011 by inclusion of ITF Compliance Certificate
(d) Evidence of compliance with Pensions Reforms Act 2004 by inclusion of PENCOM Compliance Certificate.
(e) VAT Registration with evidence of remittances
(f) Detailed Company Profile
(g) Evidence of experience in at least three (3) jobs of similar nature and complexity executed within the last five (5) years with verifiable letters of contract award, evidence of payment and certificates of job completion.
(h) Evidence of financial capability/reference letter from a reputable bank
(i) For Joint Ventures (JVs), include Memorandum of Understanding (MOU)
(j) Evidence of Registration with relevant professional bodies such as COREN.
(k) Full accounts details including SORT code
(l) Possession of satisfactory Quality Assurance/Quality Control manuals
(m) Having annual Auditors reports for the last 3 Years (2012, 2013 & 2014)
(2.2) For Goods
(a) Evidence of registration with Corporate Affairs Commission (CAC) by inclusion of certificate of Incorporation and Article of Association
(b) Last 3 years, 2012, 2013 & 2014 Tax Clearance Certificates
(c) Evidence of compliance with Industrial Training Fund (ITF) Amendment Act 2011 by inclusion of ITF Compliance Certificate
(d) Evidence of compliance with Pensions Reforms Act 2004 by inclusion of PENCOM Compliance Certificate.
(e) VAT Registration with evidence of remittances
(f) Detailed Company Profile

(e) VAT Registration with evidence of remittances
(f) Detailed Company Profile
(g) Evidence of experience in at least three (3) jobs of similar nature and complexity executed within the last five (5) years with verifiable letters of contract award, evidence of payment and certificates of job completion.
(h) Evidence of verifiable list of major construction equipment and facilities including registration numbers, location (where they can be inspected) and remark on whether these are owned, hired or leased.
(i) Evidence of financial capability/reference letter from a reputable bank
(j) For Joint Ventures (JVs), include Memorandum of Understanding (MOU)
(k) Evidence of Registration with relevant professional bodies such as COREN by the company’s professional staff.
(l) Full accounts details including SORT code
(m) Possession of satisfactory Quality Assurance/Quality Control manuals
(n) Having annual Auditors reports for the last 3 Years (2012, 2013 & 2014)
(o) Bidders are to provide evidence of ownership/lease of relevant construction equipment. Non Compliance will lead to disqualification.

Original of documents 2.1 -2.3 above must be produced for sighting on request/during the opening session Please Note That Submission of Fake Documents is a Fraudulent Practice Which is Punishable under the Relevant Laws. All Companies will be assessed strictly on pivots of documents submitted.
(3.0) Collection of Technical and Financial Documents
(3.1) Standard Technical and Financial Bid Documents will be available for collection at the office of the Head of Procurement Cross River Basin Development Authority P.M.B. 1249, Basin Town, Calabar from 12Noon August 24th, 2015 upon the presentation of evidence of payment of non-refundable tender fee of N30,000.00 (Thirty Thousand Naira) only, for Works Projects and N10,000.00 (Ten Thousand Naira only, for Goods into the Authority’s Account as follows:

The Request for Pre-qualification (RFP) for projects under Consultancy will be collected at no cost.
(3.2) All terms and conditions in the collected Pre-qualification Documents must be strictly adhered to please.
(4.0) Submission of Technical and Financial Documents
(4.1) Completed bid documents (Two sets of hard copy and One Electronic copy in compact disk and Microsoft office format) shall be submitted in sealed envelopes and labeled “Technical and Financial” marked “Project Name” at the top right hand corner of the envelope and addressed to:

(5.0) Closing Date for Submission of Bids
(5.1) The closing date for the submission in respect of all projects is on or before 12 noon, September 30th 2015.
(6.0) Opening Of Bids
(6.1) Pre-qualification and Expression of Interest will be opened immediately after the Bid submission at 12noon on September 30th 2015 at the Authority’s Conference Centre, Basin Town, Calabar
(6.2) Only firms whose Technical Bid fulfill the minimum requirements would have their Financial Bids opened.
