The Federal Government of Nigeria (FGN) has received a credit from the International Development Association (IDA) towards the cost of the Transforming Irrigation Management in Nigeria (TRIMING) Project and it intends to apply part of the proceeds for consulting services.
- The consulting services (“the Services”) include Value chain analysis and development.
- Support towards the establishment of Farmer Management and Service Delivery Centres (FMSDCs).
- Design and provide procedures for the management of Matching grant mechanism as well as long term financing of the FMSDC.
The duration of the assignment is 4 years.
The Federal Ministry of Water Resources through its Project Management Unit now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
(a.) Experience in support to farmers organizations in terms of management and business planning particularly in the irrigation sector.
(b.) A proven record in working with value chains approach in Africa or similar irrigation-based agro-ecological systems (under semi-arid conditions).
(c.) Proven record on business development services to farmers, farmer organizations and SMEs along commercial agriculture value chains.
A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and employment of Consultants (under IBRD loans and IDA Credit and Grants) by World Bank borrowers. January 2011 edition (Consultants Guidelines) setting forth the World Bank Policy on Conflict of Interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance the quality of their submission.
