Consultancy Service to Undertake
Procurement Process Audit
Introduction:
The Bureau of Public Procurement (BPP) was established by the Public Procurement Act, 2007. In fulfillment of its statutory function as enshrined in Part II, Section 5(p) of the public Procurement Act, 2007, the Bureau is looking to engage consultancy firms to perform procurement audit of procurement activities for the financial years 2012 to 2013 in selected Federal Ministries, Department and Agencies (MDAs). Firms to be so engaged shall be sector specialists with core competences in any of the following sectors:
a) Energy
b) Petroleum Resources
c) Civil Infrastructure
d) Building Infrastructure
e) Water Resources & Agriculture
f) Health
g) Aviation
h) Information Communication Technology (ICT)
i) Environment/Ecology
j) Defence
Objectives of the Audit
- To review, for compliance with the core objectives and provisions of the Public Procurement Act. 2007, the adequacy and effectiveness of established processes for the procurement of Works, Goods and Consultancy Services within the Federal Ministries, Departments and Agencies;
- To identify and report any infractions or gross violations of the law and identify individual officers involved, and
- To identify Sections of the PPA, 2007 that have been contravened and recommend appropriate sanctions as prescribed in Section 58 of the Public Procurement Act.
Scope of the Audit
The audit will be conducted on 2012-2013 Post-Review projects with special focus on Extra-Ministerial Departments & Agencies.
Eligibility Criteria:
(a) Evidence of registration with Corporate Affairs Commission (CAC) and evidence of Memorandum of Understanding (MoU) in case of a joint venture;
(b) Evidence of current Firm’s Tax Clearance Certificate or that of the Principals (for the last three years, ie. 2011, 2012 & 2013);
(c) Clearance Certificate from National Pension Commission as evidence of compliance with Pensions Reform Act, 2004;
(d) Evidence of compliance with Industrial Training Fund Amendment Act, 2011 by inclusion of copy of Compliance Certificate from the Industrial Training Fund;
(e) Evidence of registration with the relevant professional regulatory bodies;
(f) Detailed Company Profile indicating, amongst others, the areas of core competences of the firm and that of the Principals;
(g) Evidence of the firm’s experiences as sector specialist with verifiable letters of contract award and certificates of job completion;
(h) Qualification and Experiences of Key staff to be deployed for this assignment: and
(i) Firms should indicate clearly sectors) of Interest
Submission
Three copies of Expression of Interest (EOI) must be packaged in sealed envelopes clearly marked “Expression Of Interest as a Consultant To Undertake Procurement Process Audit For Sector” and addressed to the Director-General, Bureau of Public Procurement and left in the appropriate Tender Box at 11, Sulaiman Barau Crescent, Off Ibrahim Taiwo Street, Aso Villa, Asokoro, Abuja, on or before 12:00 noon on 25th March, 2014.
All EOIs will be opened immediately after the deadline at the BPP’s Conference Room in the presence of consultants in attendance.
