a) Recruitment of International Technical Consultant to assist Project Management Unit (PMU).

The Government of the Federal Republic of Nigeria has received a gram from Global Environment Facility towards the cost of the Nigeria Polychlorinated biphenyl Management Project and intends to apply part of the proceeds for consulting services.
a) International Technical Consultant: The consulting services include:
i) to transfer experience from other countries to Nigeria in the field of PCB inventory, management, decontamination and disposal,
ii) to help the PMU in the preparation of the project Annual Action and Budget Plan for the project activities and project progress reports;
iii) to contribute to the TOR preparation and revision for project activities in order to guarantee TOR are prepared in compliance with the project requirement and Stockholm convention principles;
iv) when required, he/she will also contribute to the preparation of technical documents annexed to the TOR, and on the training on specific issues.
v) to periodically nice the PMU team and local consultants by visiting Nigeria or by conference calls in order u provide technical advices on the ongoing activities,
vi) to verify the compliance of the activity performed with the time schedule and with the TOR requirements, and to suggest solution and / or promote discussion to solve technical problems arising during implementation of project activities.
b) International Engineering Consultant: The consulting services include: To coordinate all technical components of the Project. IEC’s scope of work is not limited to the following-.
i) to assist the PMU in project management,
ii) to assist the PMU in the preparation of TORs for construction design of PCB storage facilities and disposal facility;
iii) to review the construction design of the two PCB storage facilities in Lagos and Enugu and one disposal facility which will be carried out by a certified consulting firm (the location of the disposal facility will be ideally at the same site as the storage site either in Lagos or Enugu);
iv) to provide technical supervision for construction of the two PCB storage facilities and one disposal facility which will be carried out by certified constructors selected through a bidding process;
v) to prepare an environmental and social management plan for laboratories
The Polychlorinated Biphenyl (PCB) Management Project now invites eligible Individual Consultants to indicate their interest in providing the Services as indicated above. Interested Consultants should provide information through their CVs demonstrating that they have the required qualifications and relevant experience to perform the Service. The short listing criteria arc: General experience of the Individual consultant, specific experience related to the assignment/required educational and professional qualifications of the consultants in carrying out the assignment.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines- Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by W Bank Borrowers January, 2011 (“Consultant Guidelines”), setting forth die World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment on information on conflict of interest related to the assignment as per paragraph 1.9 of Consultant Guidelines.
A Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the Consultant Guidelines.
