Request for Expressions of Interest
This request for expressions of interest follows the general procurement notice for this project titled NG Nigeria-LUTP-II (FY 10) that appeared in dg market publication of July 16, 2010.
The Lagos State Government through the Federal Republic of Nigeria has received a credit from the International Development Association (IDA) for the Lagos Urban Transport Project and intends to apply part of the proceeds of this project to cover eligible payments under the contract for the following consultancy services.
Consultancy Service for the implementation of Intelligent Transport System
(ITS) /Traffic Management on Mile 12 – CMS corridor, Bus Franchise Scheme corridor and the BRT Extension to Ikorodu
The objective of this consultancy service is to conceptualize, develop, design and monitor/supervise the implementation of ‘ITS’ technology appropriate for the CMS – Mile 12- Ikorodu BRT corridor and the Maryland -Ikeja -Iyana-Ipaja -Ikotun -Igando BFS corridor with particular focus on Real-Time Passenger Information Systems, Fleet Operations Scheduling Systems, establishment of a Bus Control Centre and their integration with existing and planned Electronic Payment/Ticketing Systems, Incident Management Systems and Adaptive Traffic Signal Control Systems along the corridor.
The consultant will develop a detail design for the implementation of ITS on the Mile 12 – CMS, Mile 12 -Ikorodu extension BRT corridor and the Maryland – Ikeja – Iyana-Ipaja – Ikotun – Igando BFS corridor including a Bus Control Centre covering both back and front-ends functionality system comprising: Technologies, Infrastructures, Power Source, System Security, Software and Hardware, integration and Data management Policy.
LAMATA now invites eligible individual consultants to indicate their interest in providing the above services. Interested individual consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short listing criteria are: Eligible individual consultant must possess a Bachelor degree in System or Computer Engineering or Transport Economics and professional certificate in software programming and relevant field. Minimum experience should be fifteen (15) years with a minimum specific experience of five (5) years as Project Manager or equivalent for an urban transport planning and operations project. He must possess an ITS design experience and its application in urban transport systems. Must also possess strung working experience in developing and transition countries preferably in ITS and extensive experience in development of data management policy, conducting and facilitating trainings/workshops. The individual consultant should be able to show possession of appropriate skills and availability of essential technology needed for this assignment. He or She should be able to show the evidence of carrying out minimum of two (2) similar assignments in the past. The individual consultant should be able to show evidence of registration with relevant professional bodies. For each project performed the individual consultant shall provide the name and contact address of the client (office & e-mail address, and telephone number), date(s) of execution, contract amount and financing sources.
The attention of interested Individual Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Burrowers January 2011, setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: Bank policy requires that consultants provide professional, objective, and impartial advice and at all times hold the client’s interests paramount, without any consideration for future work, and that in providing advice they avoid conflicts with other assignments and their own corporate interests.
An Individual Consultant will be selected in accordance with the World Bank Guidelines: Selection and Employment of Consultants by the World Bank Borrowers, January 2011.
