The Federal Government of Nigeria on behalf of Oyo State Government has applied for financing from the World Bank toward the cost of the Ibadan Urban Flood Management Project (IUFMP), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include assistance to Oyo
State Government to carry out a detailed and comprehensive Urban Flood Risk Management and Drainage masterplan. The Consultant shall carry out all the necessary studies and audit in compliance with ICOLD guidelines and Standards in order to prepare a detail drainage master plan for Ibadan. The consultant shall also carry out all necessary studies in order to ensure the safety and comfort of the population located within the Ibadan Metropolis
The implementation period for the preparation of the drainage masterplan shall be a period of eighteen (18) months. The Oyo State Government through Ibadan Urban Flood Management Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services, interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a. International and National experience in preparation of urban flood risk management and drainage masterplans.
b. Experience in flood risk management urban drainage design and engineering.
c. Social and Environmental impact assessment preparation and resettlement planning expertise.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers (“Consultant Guidelines January 2011”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment:
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality-and Cost-Based (QCBS) method set out in the Consultant Guidelines.
