Request for Expression of Interest /Proposals/Invitation to Tender
1. Specific Procurement Notice
i. The Ministry of Transport intends to carry out procurement of the various projects under its 2013 Appropriation.
ii. The Ministry, therefore, wishes to invite pre-qualification and expression of interest documents from reputable and interested Consultants and Contractors with relevant experience and good track record for the following projects under its 2013 Appropriation:

Feasibility Study/Consultancy for Standard Gauge-New Rail Line for the following routes
(Kano-Nguru-Gashua-Damaturu -Ngala). |
Detailed Feasibility Study of the potential Standard Gauge Railway extensions to establish the technical economical and financial models/viability of the project and to generate an Outline Business Case
(OBC) document in accordance with Nigerian National PPP Policy;
Provide proposal for alignment and connections to man and commercial settlements along the proposed route.

b. | (Calabar -Ikom -Obudu -Ogoja -Wukan-Yola-Maiduguri)
|
Carry out detailed survey and design of the selected alignment.
Identify potential Train Stations, Workshops and other Rail Based Infrastructure and to incorporate same in the design.

c. | (Port Harcourt -Aba-Umuahia -Enugu-Makurdi-Lafia-Kuru -Bauchi -Gombe -Biu -Maiduguri).

Scoping for environmental Impact Assessment
Submit Preliminary and Final Engineering Designs.
Prepare the Bill of Engineering Measurement & Evaluation (BEME) and the Tender documents for the Contract award.
1. Pre-Qualification Requirements:
A. General Requirements:
i. Evidence of company’s registration with the Corporate Affairs Commission (CAC).
ii. Evidence of Company’s Financial Capability with inclusion of
Company’s Audited Account for the last three (3) years (2010, 2011 &
2012) and reference/evidence of support from Bank
iii. Company’s current Tax Clearance Certificate for the last three (3) years (2010, 2011 & 2012) corresponding with glared turnover.
iv. Evidence of Company’s VAT Registration.
v. Letter of Compliance with Pensions Act, 2004 from National Pensions Commission Pension.
vi. Evidence of Compliance with Industrial Training Fund (ITF) Amendment Act, 2011 by inclusion of compliance letter from ITF.
vii. Evidence of payment for Bid Document.
viii. A sworn affidavit certifying that:
- No Officer of the relevant Committees of the procurement entity/Federal Ministry of Transport or Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder.
- None of the Directors of the Company has ever been convicted by any Court of Law.
- The Company is not bankrupt or a party to liquidation proceedings in any Court of Law.
- All information presented in the bid are true and correct in all particulars.
B. Specific Requirements
i. Company’s profile reflecting experience and works of similar nature and
value.
ii. Curriculum Vitae (CV) including relevant experience of key personnel
iii. Joint Venture Agreement where applicable.
Please note:
iv. Quality and Cost Base Selection (QCBS) will be used for selection.
v. Fees will be calculated on Man-Month and reimbursibles.
2. Collection of Tender Documents
Interested companies should collect Tender Documents from the Procurement Office, Federal Ministry of Transport, Bukar Dipcharima House, Central Business District, Abuja, upon the presentation of evidence of payment of non-refundable tender fee of N5,000.00 for the project payable into Federal Ministry of Transport’s Account.
3. Submission and Opening of Tenders
Original and two (2) copies of the Technical and Financial bids are to be submitted in two Separate envelopes duly marked “Technical Proposal” and “Financial Proposal” respectively. The two envelope shall then be enclosed in one single outer envelope sealed and marked on the Top left hand corner boldly written “Project Title and the Lot Number” and the documents shall be addressed to the Permanent Secretary, Federal Ministry of Transport Bukar Dipcharima House, Central Business District, Abuja, and submitted into the Tender Boxes at the Procurement Department, 6th floor, Federal Ministry of Transport not later than 12.00 Noon, on Tuesday 29th October, 2013, and the opening of tenders will take place on Tuesday 29th October, 2013, at 1.00 P.M. in the Federal Ministry of Transport
Conference Room, 8lh Floor. Bidders’ or their representatives, interested members of the public, Professional Bodies and/Non-Governmental Organizations (NGO) are invited to witness the opening of the bids.
4. Financial Opening
only the financial bids of the companies that meet the Pre-qualification/Technical criteria wil1 be opened while the financial bids of the companies that do not meet Technical criteria will be returned unopened. Please Note that response to this invitation does not place any commitment or obligation on the Federal Ministry of Transport for award of contract.
