Services for Implementation and Establishment of National Water Resources Data Bank
This request for Expression of Interest (EOI) follow the General Procurement Notice (GPN) for the above project that appeared in the dgMarket of June 2, 2004 and the United Nations Development Business issue no. 633 of June 30, 2004.
The Federal Government of Nigeria (FGN) has received a credit from the International Development Association (IDA) for the implementation of 2nd National Urban Water Sector Reform Project. Part of the proceeds of the credit will be applied to payment for Consultancy Services for Establishment of National Water Resources Data Bank.
Service objective
The objective of the assignment is to set up a National Data Bank for the Federal Ministry of Water Resources which would be a repository of information for all water resources activities in the Country. The Data Bank shall be interactive in servicing the public and private sector with comprehensive, coordinated, timely and reliable data on the Nation’s Water Resources for planning, policy and economic purposes.
Scope of the assignment
The assignment shall include but not limited to the following:-
(i) Explore stand alone or co-location options in Nigeria and identify a competent Data Bank Provider with Tier 4 classification.
(ii) Set up all necessary facilities for the establishment of the Data Bank as may be necessary.
(iii) Develop bespoke application software or license customisable software for the capture of data from Federal Ministry of Water Resources, the River Basin Development Authorities, Hydrological areas, and State Water Agencies for processing and interpretation.
(iv) Develop intranet and extranet portal with electronic document management capabilities, for storage and retrieval of data by various Departments and Agencies of the Federal Ministry of Water Resources as well as external users.
Submission of Expression of Interests (EOls)
The Federal Ministry of Water Resources now invites eligible Corporate Firms and/or Joint Ventures (JV) to indicate interest in providing the above mentioned services.
Interested Firms must provide information indicating that they are qualified to perform the services. This should include description of similar assignments, availability of appropriate skills, and availability of suitable human and other logistic resources.
One original and three copies of the expression of Interest must be delivered to the address below not later than April 10, 2014 by 12.00 noon in sealed envelope clearly marked “Expression of Interest for Consultancy Services for Establishment of National Water Resources Data Bank”
The assignment will be awarded to the successful firm on Quality and Cost Based Selection (QCBS), in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of consultants by World Bank Borrowers, published in January 1997 (revised September 1997, January 1999, May, 2002, May 2004 and 2011).
