Request for Expression of Interest (EOI) For Consultancy Services to Develop and Implement Monitoring and Evaluation (M&E), Management Information (MIS) Systems and Impact Evaluation
This request for expression of interest follows the update of the general procurement notice for this project that appeared in UN Development Business issue of 27th April, 2012 and in Nigerian newspapers of 27th September 2012.
As part of Governments commitment to transformation of the Nigerian socio-economic landscape, a multi-sector project is being executed in Nigeria to mitigate the vulnerability to erosion and support the people as they relate to their land. The Nigeria Erosion and Watershed Management Project (NEWMAP) is an 8-year multi-sectoral and multi-scale program that targets states with acute gully erosion. The project is involving many Federal and State Ministries, Departments and Agencies (MDAs), Local Governments, communities and civil Societies who are responsible for Planning, economy, finance, works, agriculture, water resources, forests, transport, power, emergency response as well as those focused on climate and hydrological information or watershed/basin regulation. In order to achieve this, the Federal Government of Nigeria (FGN) has received a credit of US$500 million from the International Development Association (IDA) for the implementation of the Nigeria Erosion and Watershed Management Project. The Project is to address severe gully erosion problems in the short term, reduce vulnerability to soil erosion and climate variability in the medium term, and promote long-term climate resilient, low carbon development. NEWMAP will take an integrated watershed management approach to erosion that will address the interlinked challenges of poverty, ecosystem services, climate change, disaster risk management, biodiversity, institutional capacity and governance.
The Federal project Management Unit of the Nigeria Erosion and Watershed Management Project intends to use part of the proceeds of the credit for the recruitment of an Monitoring and Evaluation M&E Firm to Develop and Implement Monitoring and Evaluation, (M&E) Management Information System (MIS) and Impact Evaluation.
Objectives:
The assignment has five main objectives and associated parts:
- Design a comprehensive M&E framework based on an effective MIS that will include concurrent input-output and process monitoring, and periodic impact assessment with a GIS linkage;
- Conduct household and community-level surveys. These will include comprehensive baseline household and community-level surveys in project and non-project (control) areas to enable with-without/before-after counterfactual comparisons to serve both the purpose of the M&E and of the IE. In addition, to follow-up surveys will be conducted in both project and non-project (control) areas;
- Lead the implementation of the M&E system in close collaboration with key project implementation agencies with a special focus on component B;
- Build human capacity required for operating and maintaining NEWMAP’s M&E system.
- Provide progressive technical support in project monitoring, evaluation, operational research and operating the Management Information System.
The consulting firm will develop a work plan and provide qualified and skilled personnel in sufficient numbers (in the three areas of Monitoring and Evaluation; Management Information Systems (MIS), and Impact Evaluation) to ensure the completion of the tasks in a manner consistent with the international best practice and standards adopted for NEWMAP.
The consulting firm will be hired for a period of eight years to the services in the three areas within three stages. The estimated duration of the stages is:
Stage One – 2 years At the beginning of Assignment
Stage Two – 6 Months At Midterm
Stage Three – 10 Months End of Assignment
The Firm will be expected to provide small scale services between the stages with fewer staff. A cumulative six Months period is provided for this aspect of me assignment.
Submission of Expression of Interests (EOIs)
Nigeria Erosion and Watershed Management Project (NEWM) now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
(i) evidence showing the fields of specialty of the firm (consultant’s profile/brochures)
(ii) evidence showing that the firm is a legal entity (certificate of registration),
(iii) evidence of registration with relevant authorities and professional bodies,
(iv) Evidence showing the technical and managerial capabilities of the firm in the field of assignment,
(v) experience of working in a similar geographical region,
(vi) Description of similar assignments,
(vii) Availability of appropriate skills among staff, and availability of essential technology etc.). For each previous project performed, the consultant shall provide the name and contact address of the client (office & e-mail address, and telephone number), date(s) of execution, name(s) of lead and associate firms, contract amount and financing sources.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines.
