This request for expression of interest follows the update of the general procurement notice for this project that appeared in UN Development Business issue of 27th April, 2012 and in Nigerian newspapers of 27th September 2012.
As part of Governments commitment to transformation of the Nigerian socio-economy landscape, a multi-sector project is being executed in Nigeria to mitigate the vulnerability to erosion and support the people as they relate to their land. The Nigeria Erosion and Watershed Management Project (NEWMAP) is an 8-year multi-sectoral and multi-scale program that targets slates with acute gully erosion. The project is involving many Federal and State Ministries, Departments and Agencies (MDAs), Local Governments, communities and civil Societies who are responsible for Planning, economy, finance, works, agriculture, water resources, forests, transport, power, emergency response as well as those focused on climate and hydrological information or watershed/basin regulation. In order to achieve this, the Federal Government of Nigeria (FGN) has received a credit of US$500 million from the International Development Association (IDA) for the implementation of the Nigeria Erosion and Watershed Management Project. The Project is to address severe gully erosion problems in the short term, reduce vulnerability to soil erosion and climate variability in the medium term, and promote long-term climate resilient, low carbon development. NEWMAP will take an integrated watershed management approach to erosion that will address the interlinked challenges of poverty, ecosystem services, climate change, disaster risk management, biodiversity, institutional capacity and governance
The Federal project Management Unit of the Nigeria Erosion and Watershed Management Project intends to use part of the proceeds of the credit for the recruitment of a Consultancy firm to conduct the feasibility study for Utility-Scale Grid-Connected Solar Power Plant.
Objectives
The overall objective of the study is to determine feasibility of grid connected solar power plants), of approximately 100MW of aggregate installed capacity, under a Public-Private partnership or 1PP frame work. Three different preliminary evaluative studies are required: one in-depth feasibility study and two separate pre-feasibility scoping studies. The purpose of these studies is to assess possible photovoltaic (PV) system installation and estimate the cost, performance, and site impacts of different PV options. In addition, the studies would recommend financing options that could assist in the implementation of a PV system at respective sites. Three study details:
A. Feasibility study (intended to lead to Investment Bid): 50MW at single-site, allowing for modular scale-up, phased development in the State of Bauchi
B. Pre-feasibility study (intended to lead to Functional Bid): Co-generation feeder plants adjacent to the Hydro Power Plant Shiroro, Jebba, Kainji including exploring upcoming proposed Hydro Power Plants)(grid-connected, centralized&/or distributed)
C. Pre-feasibility study (intended to lead to Functional Bid): Embedded generation plants within privatized DISCOs (grid-connected, distributed)
Specific objectives are:
1) To investigate the identified sites (parcels)having high solar energy potential for development of utility-scale grid connected solar power plant(s) and rank them according to their suitability for commercial exploitation; and assessing up to two ranked sites for each plant option
2) To assess and evaluate available commercial solar technologies suitable for the above grid connected power generation plants in Nigeria and carryout a complete Cost-Benefit and Risk analysis of each plant (including considered technolog(ies) and detailed system definition)
3) To carryout scoping and (pre)feasibility study of all the above plants based on the recommended tcchnolog(ies) in (2) above; and
4) To prepare a concept design, detailed investment (or Business) plan requirements list that can be used as an integral input towards project development, including technical and general specifications and equipment list for the grid connected solar plant for each of the sites that is ranked highest tor each plant
The (pre) feasibility study will entail detailed economic, financial, and technical analysis, preliminary site investigations, and social and environmental assessment. The economic and financial evaluation should be conducted in sufficient detail to enable Conning a reasonable basis for making an investment (& Business for pre-feasibility studies) decision. To realize these objectives the following services are envisaged to be undertaken by the consultant(s). The consulting firm will be hired for a period of Twelve (12) months.
Submission of Expression of Interests (EOIs)
Nigeria Erosion and Watershed Management Project (NEWMAP) now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The short listing criteria are (i) evidence showing the fields of specialty of the firm (consultant’s profile/brochures) (ii) evidence showing that the firm is a legal entity (certificate of registration), (iii) evidence of registration with relevant authorities and professional bodies, (iv) Evidence showing the technical and managerial capabilities of the firm in the field of assignment, (v) experience of working in a similar geographical region, (vi) Description of similar assignments, (vi) availability of appropriate skills among staff, and availability of essential technology etc.). For each previous project performed, the consultant shall provide the name and contact address of the client (office & e-mail address, and telephone number), date(s) of execution, name(s) of lead and associate firms, contract amount and financing sources.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines.
