Design and Construction Supervision of Dadin Kowa Irrigation Scheme and Feasibility Study of Guyuk Irrigation Scheme
- The Federal Government of Nigeria (FGN) has received a Credit from the World Bank towards the cost of the Transforming Irrigation Management in Nigeria (TRIMING) Project and it intends to apply part of the proceeds of this credit to payments under contracts for the procurement of consulting services from internationally recognized firms for the design and construction supervision of Dadin Kowa Irrigation Scheme and for the preparation of feasibility studies for the Guyuk Irrigation Scheme.
The TRIMING Project Objective is to improve access to irrigation and drainage services and to strengthen institutional arrangements for integrated water resources management and agriculture service delivery in selected large-scale public schemes in Northern Nigeria.
At Dadin Kowa, a multi-purpose reservoir had been created through the construction of a gravity dam across the Gongola River in the late eighties. Although provisions were made at that time to develop hydropower at the dam toe and have irrigation and drainage infrastructure associated with this reservoir, these facilities have not been completed to date and no hydropower generation or irrigated agriculture as envisaged have materialized.
- The objective of this Consultancy is to prepare the detailed design and construction supervision for the Dadin Kowa Irrigation Scheme covering approximately 6600 ha of irrigable area as well as to prepare feasibility study and detailed design for the Guyuk Irrigation Scheme covering approximately 15,000 ha of irrigable area.
- The scope of the services for the two schemes would include, but not limited to:
(i.) A review of the full feasibility study carried out in 1992 for the Dadin Kowa Irrigation Scheme;
(ii.) The updating of precise topographic and cadastral maps of the commands and detailed longitudinal and cross section data of all canals and drains taking into account the outputs of the parallel consultancy covering these aspects;
(iii.) The preparation of detailed designs for the completion of the irrigation and drainage infrastructure for Dadin Kowa to the operational level based on an internationally accepted; soil surveys, hydrological analyses, geotechnical investigations, agronomic computations for diverse crops suited to the area in conjunction with sustainable development of value chains, preparation of construction drawings, cost estimates, economic and financial analyses and bidding documents in line with World Bank standards etc.;
(iv.) Supporting the client in the procurement process for the services of a construction company for Dadin Kowa in line with World Bank guidelines;
(v.) Supervision of construction of all infrastructures for Dadin Kowa
(vi.) Preparation of an Operation and Maintenance Manual together with an effective implementation plan in Dadin Kowa.
(vii.) Preparation of a full feasibility study and detailed design (including a proposed weir) for the optimal development of irrigated agriculture in the Guyuk command area covering approximately 15,000 ha.
The consultant is expected to use up-to-date techniques in studies and designs and suggest least cost solutions to achieve the objective of optimal use of available water in the system. The duration of the consultancy is expected to be 48 months.
- The Federal Ministry of Water Resources through its Project Management Unit now invites consulting firms to indicate their interest in providing the services described above. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The short listing criteria are:
(i.) Evidence of core business and numbers of years in business;
(ii.) Technical and Managerial Organization of firm;
(iii.) Availability of Appropriate Skills among Staff including but not limited to specialists in, irrigation and drainage design specialists, hydrologists, geotechnical engineers, agricultural experts, agribusiness specialists and survey specialists with experience in modern surveying techniques and modern canal instrumentation and operation;
(iv.) Evidence of firm’s experience in similar assignment (at least 10) years in irrigation and drainage infrastructure design;
(v.) Evidence of firm’s experience in working in similar conditions/ environment (minimum 10 years); and
(vi.) Annual turn-over in the last five years should be more than US$1.5 million or its equivalent.
- The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers. January 2011 edition (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
- Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance the quality of their submission.
- A short list of consulting firms will be compiled; Request for Proposals will be issued to the shortlisted firms and a consultant selected in accordance with the Quality and Cost Based Selection (QCBS) Method procedures set out in the Guidelines: Selection and Employment of consultant Under IBRD Loans and IDA Credits & Grant By World Bank Borrowers (January 2011 Edition).
