Request for Expression of Interest
The Federal Government of Nigeria (FGN) has obtained a grant from the NEITI Multi – Donor Trust Fund (MDTF) to be administered by the World Bank towards the cost of implementing the third phase of the NEITI program in Nigeria, and intends to apply part of the proceeds for a result based monitoring and evaluation services.
The purpose of the consultancy is to advice and support NEITI to implement its recently developed 5-year strategic action plan and a Result Based Monitoring and Evaluation framework for the Remediation Program. It is also seeking to strengthen the Remediation program to be more systematic and deliver on its mandate. The consultant will carry out the following activities:
- Review and simplify the existing reporting framework and operationalize it to provide quarterly reports for the IMTT that will improve the effectiveness and efficiency of the Remediation Program.
- Guide the implementation of the existing Result-Based Monitoring and Evaluation (RBME) framework for the Remediation program and the Regular reporting framework.
- Capacity Building for Staff handling the job function in NEITI through on-the-job as well as through formal training.
This assignment may last for a period of fourteen (14 months) from the time of contracting. The contract will be a combination of lump-sum and time-based.
The Nigeria Extractive Industries Transparency Initiative (NEITI) now invites an eligible Individual Consultant to indicate interest in providing the services. Interested consultants must provide curriculum vitae (CV) with the following information:
- Profile of the individual consultant;
- Description of similar assignments executed in the sector by the consultant including experience in similar region;
- Appropriate skills, etc.
Evaluation of competence and qualification of the consultant will be undertaken on the basis of aforementioned requirements to be met by the consultant. Interested consultants should download a copy of the Terms of Reference (TOR) for the assignment by clicking on the MDTF Menu on www.neiti.org.ng.
A consultant will be selected through Individual Consultant Qualification (1C) method in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, published in May 2004, revised January 2011.
