(a) Development of a Comprehensive National PCBs Management Plan for the Nigeria-Polychlorinated Biphenyls (PCBs) Management Project

The Government of the Federal Republic of Nigeria has received a grant from Global Environment Facility towards the cost of the Nigeria Polychlorinated biphenyl (PCBs) Management Project and intends to apply part of the proceeds for consulting services.
The Nation is faced with a wide range of issues pertaining to chemicals management, and as result requires a flexible, strategic approach to help ensure success in related projects and programmes. Making use of proven management (action) plan development processes, tools, and techniques can provide the structure, focus, coherence, and control needed to develop and achieve state goals and objectives. Having a good Understanding about what planning and implementing a project entails, and how to improve the likelihood of success is the basis of management plan development. Management plan development helps implementing entity to focus on priorities by developing and sharing one vision: a common goal, an agreed process to reach it, the means to track performance (ensuring transparency), and the ability to adequately adapt to change. While such efforts may be time-consuming at first, in the long-run management plan development will save time, effort and resources, and reduce the risk of failure. Developing a management plan that adheres to the above requires a team of both the proponent and consultant working together to fashion a common goal and a set of objectives. It requires a consultant that understands the various components, challenges and opportunities surrounding the project, and is capable of articulating^ and presenting practicable and simple measures to achieve desired goals.
The Polychlorinated Biphenyl (PCBs) Management Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services as indicated above. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: General experience of the firm, specific experience related to the assignment, required educational and professional qualifications of the consultants in carrying out the assignment.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers January, 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment on information on conflict of interest related the assignment as per paragraph 1.9 of Consultant Guidelines.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Consultant Guidelines.
