RE-Request for EOI for Consultancy Services and Invitation to Tender for the Procurement of Various Goods and Services
Re-Advertisement of Lot 4 (A)
1.0 Introduction
The National Power Training Institute of Nigeria (NAPTIN) wishes to draw the attention a public to the Invitation to Tender for Goods and Services advertised on 26th June, 2013 in the Vanguard and the Nation Newspapers; and July 1-14th, 2013 edition of the Federal Tenders Journal.

2.0 Project Description
Lot No. 4 (A): Construction of internal road reticulations with drainages and landscape at NAPTIN Permanent Site, Idu industrial Layout, Abuja. Project include civil infrastructure development including construction of road, carriage way, cycle path, walk-way, median separator, drainage, cesspool and septic tank landscaping, etc.
3.0 Eligibility
Eligible and interested companies wishing to tender for the above mentioned services must provide the following:
a) Certificate of incorporation with Corporate Affairs Commission
b) Evidence of Tax Clearance Certificates for the recent past 3 years and statement of company’s audited accounts for the last three (3) years
c) Evidence of VAT registration and VAT remittances
d) A comprehensive list of similar jobs previously executed successfully or currently being executed (especially in construction of road reticulation and landscaping) with contact addresses/phone number of the client for confirmation and with evidences including Letter of Award, Certificate of Completion and Proof of Payment.
e) Logistics and infrastructural capacity to deliver
f) Operational governance structure with clear indication of technical and administrative staff strength of key personnel that would be involved in the project
g) Evidence of financial capability and references from Banker
h) Evidence of Pension Fund Administration including proof of remittances
i) Evidence of compliance with the industrial Training Fund (ITF) amended Act 2011
j) Bid security not less than 2% of the total bid price (in line with section 26(i) of the Public Procurements Act 2007)
k) Evidence of availability of necessary equipment to be deployed for execution of project
4.0 Collection of Tender Documents
Interested companies should collect tender documents from the office of the Director General, National Power Training Institute of Nigeria (NAPTIN), Plot 1124, Eldoret Close, Off Aminu Kano Crescent Wuse II Abuja, upon the payment of non-refundable tender fee of Twenty-Five thousand Naira (N25,000.00) only for the lot in certified Bank Draft in favour of National Power Training Institute of Nigeria as from Monday 23rd of September 2013.
5.0 Submission of Tender Documents
Completed Technical and financial Bids shall be submitted in two separate envelopes, sealed and clearly marked “Technical Bid for Lot No. -and Financial
Bid for Lot No. —” inserted in a bigger 3rd envelop. The project titles, Lot number and Contractor’s name must be clearly written on top of each envelop. Tender shall be submitted to the office of the Director General, National Power Training Institute of Nigeria (NAPTIN), Plot 1124, Eldoret Close, Off Aminu Kano Crescent, Wuse II, Abuja.
6.0 Closing Date/ Bids Opening/Venue
Submission of tender shall close on 14th October 2013 by 12 noon. The Technical bid shall be publicly opened by 1.00pm same day 14th October 2013 at NAPTIN Classroom 1, 2nd Floor, Plot 1124, Eldoret Close, Off Aminu Kano Crescent, Wuse II, Abuja. Tenderes or their representatives, interested members of the public and Civil Society Organizations (CSOs) are invited to witness the bid opening.
7.0 Important Information
a) Only companies whose Technical Bid are successful will be invited to proceed to the opening of their Financial Bid.
b) All Bidders are expected to sign the Submission Register and obtain a receipt acknowledging the submission of the bid.
c) Incomplete documents and/or late submission of bid documents will not be entertained.
d) This advertisement shall not be construed to be a commitment on the part of NAPTIN nor shall it entitle the bidding companies having responded to the advert.
e) Submissions should be in both hard and soft copies.
f) All interested bidders are advised to visit the proposed project site before submitting bids as all unrealistic bids will be subject to disqualification.
Submission made by e-mail and all fate submissions will be rejected.
