Invitation for Pre-Qualification of Contractors for Year 2011-2014 Merged TETFund Normal Intervention
(1.0) Preamble
In compliance with the Public Procurement Act 2007, the University of Jos, Jos wishes to pre-qualify competent contractors for the following TETFUND 2011 – 2014 Merged Normal Intervention projects.

(2.0) Project Descriptions/Scope of Work
(1) Central Research Laboratory: LOTA
The Project involves the construction and completion of a rectangular-shaped structure size 35.78 metres long x 32.48 metres wide overall on plan x 15.50 metres high from ground level to top of roof coping. The gross floor area, measured from the internal faces of enclosing external walls is as follows:

The construction of the building is basically of reinforced concrete framed structure. The substructure comprises reinforced concrete bases, columns and Lift wall, load-bearing solid sandcrete blockwork walls founded on concrete strip foundation, and reinforced concrete floor bed laid on laterite hardcore filling. Suspended upper floor slabs, Lift wall and staircases are in reinforced concrete. External and Internal walls are in hollow sandcrete block work.
Roof structure is a combination of structural steel covered with translucent polycarbonate roof sheeting and reinforced suspended concrete slab covered with waterproofed cement and sand floated bed and bitumen-felt. Windows are of glazed aluminium product, burglary-proofed and covered with aluminium fly/insect netting.
Doors are a combination of purposed-made mild steel, stainless steel and external fire doors in frames. Others include sandstone Fibre reinforced plastic face sheets bonded to Mineral core flush and proprietary roller shutter doors with vision panels.
Finishes to external walls are in cement and sand rendering and painted in Texcote. Internal walls are to be rendered in cement and sand and painted in epoxy, emulsion and gloss oil according to room disposition. Walls in toilet areas are lined with glazed ceramic tiles to roof level. Floor finishing to Laboratories, Sterilization, Stores, Dark rooms etc. are in non-slip Seal, Rubber and Vinyl Floor sheeting. Floor finishing to Offices and Toilets is in ceramic tiles. Ceiling Finishing to Laboratories, Sterilization, Dark rooms and other sensitive areas is suspended vinyl faced gypsum core acoustic tiles while Offices and Toilets are rendered in Gypsum plaster and painted in emulsion.
Joinery fittings include Laboratory cabinets and worktops. Plumbing and Mechanical engineering services include Lift, Sanitary, Soil waste, Gas, Firefighting, Ventilation and air-cleaning, Water Storage and Air-conditioning installations. Electrical services include Low Voltage distribution panels, Lighting, Power, packaging U.P.S system, Fire detection and alarm, Earthing and Lightning protection installations.
The Project also includes External works such as site preparations, surface and foul water drainages, soft and hard Landscaping, Water Fountain and external electrification installations.
(2) Central Research Laboratory: LOT B
This involves the construction and completion of a rectangular-shaped structure size 19.05 metres long x 22.80 metres wide overall on plan x 15.50 metres high from ground level to top of roof coping. The gross floor area, measured from the internal faces of enclosing external walls is as follows:

The construction of the building is basically as in LOT A but it essentially houses among others, the Main Reception, Seminar Room Lounge, Conference Room Lounge, Offices for Facility Managers, Conveniences, Stair halls, 2No. Lift Wells etc.
3.0 Prequalification Requirements for Contractors
The following are the pre-qualification requirements that should be supplied by interested contractors:
(a) Evidence of company registration with Corporate Affairs Commission (CAC).
(b) Company Audited Account for the last three (3) years.
(c) Evidence of Tax clearance certificate for the last three (3) years
(d) Provision of Tax Identification Number (TIN No.) by Contractor.
(e) Evidence of compliance with Pension Reform Act 2004
(f) Evidence of compliance with the provisions of section 6 (1), (3) of the amended Industrial Training Fund (ITF) Act No. 19 of 2011.
(g) VAT registration and evidence of post VAT remittances.
(h) Evidence of technological capability, equipment and experience in similar projects/activities as well as experiences/technical qualification of key personnel
(i) Evidence of Registration of staff with Professional bodies as at 2014
(j) Sworn Affidavit that none of its Directors has been convicted in any Country.
(k) Sworn Affidavit indicating that all documents submitted are genuine and verifiable
(l) Evidence of Financial capability and banking support and Statement of Account for the last 12 months
(m) Evidence of SIMILAR and verifiable projects executed (and not just awarded) within the last five (5) years and knowledge of the Industry.
(n) Annual turnover.
(o) Comprehensive Company profile and organizational structure.
(p) Evidence of equipment and technology.
(4.0) Please Note
Notwithstanding the submission of the pre-qualification information, University of Jos is neither committed nor obliged to include any company on any bid list.
(i) Only pre-qualified (contracting) companies shall be invited to competitively tender for the Financial Bids.
(ii) Original Documents on any aspect of a Contractor’s submission may be requested for sighting during and/or after the opening session.
(iii) University of Jos reserves the right to verify any claim by the companies. Companies shall therefore include necessary authority and guarantee for such verification; the absence of which will Automatically result in the disqualification of such a Contractor.
(iv) The notice of “Invitation to Pre-qualification” shall not be construed as commitment on the part of University of Jos, nor shall it entitle any company to make claims whatsoever or seek any indemnity from University of Jos.
(v) The University of Jos is neither committed nor obliged to shortlist any Contractor.
(vi) The University reserves the right to reject any or all bidding packages.
(5.0) Submission of Pre-Qualification Documents
Submission of pre-qualification Documents (with evidence of payment of Processing Fee obtained from Bursary) should be made to the address below not later than 12:00noon, Thursday, 15th January, 2015 and should include two (2) copies of pre-qualification documents, All in a sealed envelope and marked at the right hand corner “Prequalification for Central Research Laboratory (& state the Lot).

(6.0) Opening of Pre-Qualification Documents
The submitted documents shall be opened the same day in the presence of bidders or their representatives who choose to attend at the University Senate Chamber at 2:00pm at the Main Campus, Jos.
