Invitation for Pre-Qualification for Erosion and Flood Control Projects
1.0 Introduction
Ecological Fund Office is under the Office of the Secretary to the Government of the Federation, located at Three Arms Zone, Shehu Shagari Complex, Abuja. The Office in furtherance of its statutory mandate intends to execute the underlisted Works projects. The Office therefore invitee interested, competent, qualified and well-structured Companies with proven capability in the construction industry to submit prequalification documents for the projects;

Lot 2 | Soil Erosion/Flood Control and rehabilitation of Jankasa-Mantason – Kachechere – Makarau – Ungwan Jaba – Zangon Kataf – Samaru-Kataf- Madoo – Mabushi road in Kaduna State. |
Lot 3 | Gully Erosion/Drainage, Flood Control and Road Improvement Works in Kaltungo, Gombe State. |
2.0 Eligibility of Bidders
2.1 Interested Bidders are required to submit their company profiles along with the following information in support of their pre-qualification bid:
(a) Mandatory Requirements:
(i) Evidence of registration with the Corporate Affairs Commission;
(ii) Evidence of Tax Clearance Certificate for the last three (3) years with Tax Identification Number (TIN);
(iii) Evidence of VAT Registration and Remittance;
(iv) Evidence of Current Pension Clearance Certificate issued by PENCOM for participation in the Contributory Pension Scheme;
(v) Unabridged Company audited Annual Report for the immediate past three (3) years;
(vi) Evidence of payment of Training Contributions Funds (Certificate of Compliance issued by the Industrial Training Fund ITF to show compliance with provisions of Section 6 (1) of the amended ITF Act 2011);
(vii) Evidence of particulars of company Directors and Annual Returns to Corporate Affairs Commission for the immediate past three (3) years;
(viii) A sworn affidavit that no partner/director has been convicted in any country for criminal offences related to fraudulent or corrupt practices, or criminal misrepresentation or falsification of facts relating to any matter and that all the required documents are both GENUINE AND UP-TO-DATE;
(ix) A statement indicating that the company does not at the time of this bid have any existing loan or financial liability with a bank, other financial institutions or third party that is classified as doubtful or bad;
(x) Evidence of Registration on the National Database of the Bureau of Public Procurement as a Contractor (Interim Registration Report IRR to be attached);
(b) Evaluation Requirements:
(i) Experience as a prime contractor on at least 2 (two) projects of similar nature and complexity comparable to the works under consideration within the last three (3) years (copies of letters of award/certificates of completion to be attached);
(ii) Evidence that the Contractor has the requisite plants and equipment to execute project of this nature and complexity;
(iii) Evidence of verifiable financial capability: Evidence of working capital and capability to finance substantial part of the project directly or through a credit facility which must be supported by documentary evidence and to be confirmed by a reputable Bank in Nigeria;
(iv) Information on the organization’s technical capacity and brief summaries of the key professional personnel to be involved in the project, particularly their experience that directly relate to the needs of the assignment/works (relevant professionals certificates e.g. COREN, ARCON, CORDON etc to be attached);
(v) A sworn affidavit that the Company is not in receivership/bankruptcy; and
(vi) Original copies of documents listed in i—v above must be presented on request for sighting;
3.0 Method of Submission
All documents for Pre-qualification in respect of all lots must be submitted in sealed separate envelopes clearly marked “Pre-qualification” for Lot…….(specify relevant lot of interest and Project Title) and return on the dates specified for closing in 4.0. below, addressed to the Secretary, Tenders Board, Room 332, Ecological Fund Office, Block E, 3rd Floor, Federal Secretariat Phase II, Abuja.
4.0 Closing/Opening
4.1 Closing date for the submission of prequalification documents is Monday, 8th June, 2015 by 12:00 noon.
4.2 Opening of prequalification documents for all lots shall be on Monday, 8th June, 2015 by 12:30 pm at the Conference Hall, Block D, 1st Floor, Federal Secretariat Phase II, Abuja.
5.0 Additional Information:
(i) The Office may verify any or all the claims made by applicants and shall disqualify any company whose claims are found to be false in addition to other sanctions as may be deemed necessary;
(ii) Bidders who have worked for this Office and have history of poor performance, abandonment, termination and/or prolonged contract period need not apply;
(iii) This advertisement shall not entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from the Office by virtue of such companies having been prequalified;
(iv) The Office reserves the right to reject any and/or all prequalified bidders at its sole discretion and at no costs whatsoever;
(v) All costs incurred in responding to this advert and prequalifying for the projects shall be borne solely by the Bidders;
(vi) All submission pages must be duly initiated by the company;
(vii) Two (2) hard copies and one (1) soft copy of profiles are to be submitted for each lot applied for;
(viii) Non-compliance with the instructions will lead to disqualification;
(ix) Companies shall not apply for more than one (1) lot; and
(x) This advertisement shall not be construed as a commitment on the part of the Ecological Fund Office to award contract to any bidder;
