Invitation for Expression of Interest for the Provision of Consultancy Services in the Various Hajj Reception Centres across the Country
The National Hajj Commission of Nigeria (NAHCON), pursuant to its mandate which requires it to “ensure the establishment and management of pilgrims’ camps and related facilities, equipment and such other necessary materials” intends to engage the services of Consultants with Architectural, Engineering and Quantity Surveying capabilities, for each of the Hajj Reception/Departure Centres across the country.
The Commission hereby invites interested, competent and reputable Professional Consultancy Firms, willing to provide Project Consultancy, Monitoring and Evaluation Services, to send in their Expression of Interest (EOI). Interested applicants, who must have corporate residency in the locality, are to send in their bids for any of the Lots specified in the table below:

Technical Requirements
Interested Consultancy Firms are required to satisfy, with adequate evidence, the following:
i) Evidence of Registration/Incorporation with the Corporate Affairs Commission (CAC);
ii) Certified True Copy of Memorandum and Article of Association of the Firm and Forms CAC 2 and CAC 7;
iii) Evidence of Firm’s subsisting registration as a Professional Consulting Firm with relevant professional bodies;
iv) Possession of experience as a Consultant on related services rendered in the past with evidence of engagements;
v) List of key personnel supported by professional licenses, years of experience, designation, registered addresses, contact e-mail and phone numbers;
vi) Tax Clearance Certificate for the last three years with Tax Identification Number (TIN);
vii) Firm’s audited account for the last three (3) years duly endorsed by licensed Auditors;
viii) Evidence of saving retirement benefits with certified Pension Administrator in line with the provisions of Pension Fund Act;
ix) Sworn affidavit certifying that:
a) The Firm is not in receivership, insolvent or bankrupt
b) None of Firm’s directors had been convicted of any criminal offence including fraud or financial impropriety.
Scoring Criteria
i) Verifiable evidence of experience as a Consultant of similar project in the past;
ii) Quality of technical personnel with verifiable evidence of professional certificates;
iii) Quality of documentation of the proposal;
iv) Evidence of corporate residency in the locality.
Evaluation of proposal will be based on the outlined pre-qualification requirements, and only those shortlisted will be invited to submit financial bids.

The Expression of Interest (EOI) documents should be submitted in sealed envelopes clearly marked with the appropriate project title, lot number and company name addressed to:
