Expression of Interest in Consultancy Services
A. Introduction
The Federal Government of Nigeria through the Federal Ministry of Youth Development is desirous of carrying out Youth Empowerment Programme in Zamfara West Senatorial District, Zamfara State. The services of a Consultant in Youth Empowerment Programme are therefore required in order to achieve this goal.
Request for Expression of Interest (EOI) is hereby being sought from interested consulting firms for Youth Empowerment Programme as follows:
- Training of Youths in different Trades with a view to making them self-employed;
- Leadership Training;
- Entrepreneurship Training; and
- Provision of Start-up grant/equipment/materials.
B. Eligibility Criteria/Requirement for the Expression of Interest
The requirements for the Expression of Interest (EOI) for the prospective consulting firms are as follows:
I. Evidence of Registration with Corporate Affairs Commission;
II. Detailed Profile of the firm, including Curriculum Vitae of Professional staff for the project, academic and professional certificates, and attestation of availability;
III. Details and proof of similar and verifiable project(s) successfully executed by the firm in the past. Please attach copies of transaction documents including project Completion Certificate;
IV. Evidence of firms Audited Accounts for 2011, 2012 and 2013;
V. Evidence of current tax clearance for the past three (3) years, 2011, 2012 and 2013
VI. Evidence of VAT Registration and Remittance;
VII. Evidence of financial capability supported with Bank references from a reputable bank;
VIII. Evidence of compliance with Pension Act 2004;
IX. Evidence of compliance with NSITF Act; and
X. Address of Head office of the firm.
C. Method of Application
Both Technical and Financial proposals shall be submitted simultaneously but in separate sealed envelopes to the address below:

Federal Secretariat, Phase II, Bulet House,
Shehu Shagari Way, Abuja.
Submission should be made on or before 12 noon Monday, 10th March, 2014. Both the Technical and Financial Bids will be opened on Monday, 10th March, 2014, in the Permanent Secretary’s Conference Room, 2nd Floor, Block D, at 12.30 pm, in the presence of all the bidders or their representatives
