1. This Request for Expression of Interest follows the General Procurement Notice (GPN) for this Project that appeared in the dgMarket of 26th November, 2010.
2. The Federal Government of Nigeria has received a credit from the International Development Association (IDA) for the implementation of Public Sector Governance Reform and Development Project. Ondo State is a beneficiary of the credit and intends to apply part of the proceeds of the credit for this assignment under Human Resource Management and Capacity Development Component of the project. The overall objective of the project is to promote good governance by promoting quality transparency and accountability in public financial management and human resource management systems in Ondo State.
Scope of Service
3. The scope of service for this consultancy work shall include the following tasks:
a) Review existing training guidelines of the State , to determine gaps and weakness in the training and manpower development policy and recommend areas of improvement
b) Develop a new training policy for adoption by the State for the period 2014-2018 by working closely with the Office of the Head of Service (OHoS).
c) Provide support for the Ondo State Public Service Training Institute through the Development of an actionable and comprehensive 5year Business Plan
d) Develop new curriculum for the proposed courses in the Business Plan.
e) Carry out Training Needs Assessment (TNA) and capacity assessment for current Staff of Ondo State PSTI and other faculty/staff (teaching and non-teaching) identified in the Business Plan.
Qualification and Experience
4. The Ondo State Public Sector Governance Reform and Development Project now invites eligible consulting firms or recognised 1st class training institutions to indicate their interest in providing the above services. Interested consulting firms are hereby requested to submit a statement demonstrating that they have the required qualifications and relevant experience to perform the services. The short listing criteria are:
i. Minimum of five years experience in human resource management and capacity development,
ii. Evidence snowing experience in similar assignments in Nigeria or elsewhere in the last five year
iii. Availability of appropriate skills among key staff (Key staff shall include (a) Human Resource Management Expert (Team Leader), (b) Knowledge Management and Delivery Expert and (c) Corporate Strategic Planning/Management Expert),
iv. Experience in similar conditions and region.
Selection of Consultant
5. The consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011), using Selection Based on Consultant Qualification (CQS) Method.

6. Interested consulting firms may obtain further information at the address below between 9.00a.m – 4.00p.m (Local Time) on weekdays except on public holidays
7. Your expression of interest must be delivered in a sealed envelope clearly marked “CONSULTANCY SERVICE FOR DEVELOPMENT OF STATE TRAINING POLICY” to the address below not later than 13th May, 2014
