1.0 Introduction
The Independent National Electoral Commission (INEC) in pursuance of its statutory functions and in compliance with Due Process requirements seeks to appoint reputable Management Consultancy Firms to carry out General Promotion Exercise for INEC staff follows:
2.0 Project Description

| LOT 1 | Conduct Promotion for Officers on GL 14 -16 in Headquarters, 36 States and FCT Offices. |
| LOT 2 | Conduct Promotion for Officers on GL 10 -13 in Headquarters, 36 States and FCT Offices. |
| LOT 3 | Conduct Promotion for Officers on GL 07 – 09 in Headquarters, 36 States and FCT Offices. |
| LOT 4 | Capacity Building (Training) |
3.0 (i) SCOPE OF WORK (LOT 1-3)
- Set and administer promotion examination questions
- Marking/Grading of question papers after examination
- Provision of conducive and secured venue for the promotion examination
- Submission of comprehensive report after the exercise
(ii) SCOPE OF WORK (FOR LOT 4)
(a) General Establishment Training
4.0 REQUIREMENT
All firms interested in project should submit a proposal along with the following:
- Evidence of Registration with Corporate Affairs Commission (CAC).
- Evidence of Tax payment for 3years (2010, 2011 and 2012).
- Evidence of PENCOM Registration,
- Evidence of 1% ITF Training Contribution.
- Company’s Audited Account for 3 years (2010, 2011 and 2012).
- Evidence of VAT payment and remittance.
- Evidence of Banking Support.
- Company’s Profile including List/Names of Professional Personnel their roles, qualifications and experiences.
- Evidence of similar Job executed for the last 3 years showing award letter and completion certificate
- Company’s representative’s Phone (GSM) numbers/emails.
- Any other relevant information.
5.0 Submission:
All submission must be delivered in Two (2) bound copies in a sealed envelope marked PRE-QUALIFICATION DOCUMENT FOR THE (indicate the Lot Number at the top right hand corner of the envelope) and addressed to:

6.0 GENERAL INFORMATION
- The deadline for the submission of pre-qualification document shall be Wednesday, 18th June 2014 by 11 00 while opening will be immediately after the deadline on Wednesday, 18th June, 2014 by 11.00 a.m at the Commission’s Conference Hall, Maitama, Abuja.
- The is not invitation to Tender. ONLY Firms that are successful at the Pre-qualification exercise will be invited to Tender.
