Request for Expressions of Interest for the Engagement of Construction Specialist

The Federal Government of Nigeria has received financing from the World Bank towards the implementation of the Growth and Employment (GEM) Project, and intends to apply part of the credit for engaging a Construction Industry Specialist.
The Consulting Services Specialist (“Construction”) will:
- Undertake a cluster mapping exercise to include mapping of private sector stakeholders and relationships, institutional and legislative mapping, business environment analysis and analysis of other relevant industry interventions.
- Develop a GEM supported construction sector work-plan in consultation with the Project Implementation Unit (PIU) and a construction sector Industry Cluster Group (ICG). The ICG will be formed following the mapping exercise.
- The work plan will incorporate cross cutting construction industry identified objectives that support overall GEM objectives.
The FMI, T&I now invites eligible individual (“Specialists”) to indicate their interest in providing the services.
Interested individuals should possess the following core competences, skills and qualifications:
- A minimum of 10 years experience relevant to the key outputs of these terms of reference.
- A minimum of 6 years direct experience in the construction sector
- At least a graduate degree in a field of strong relevance to the construction sector
- Qualifications and experience in the area of market and economic analysis
- Excellent knowledge of the construction industry, and the strengths, weaknesses, opportunities and threats of the market, business, policy and regulatory environment within which it operates
- Ability to think strategically about the role of the construction sector in Nigeria’s economic development
- Commitment to and track record in construction related innovation
- Possess proven analytical and management skills
- Possess excellent interpersonal and communication skills and demonstrate a proven ability to establish strong partnerships within the public and private sector
- Proven ability to deliver complex tasks on time and within budget
- Ability to work with little or no supervision coupled with a strong sense of initiative
- Experience of undertaking cluster / sector mapping and cluster development activities would be a considerable advantage
- Prior experience working with World Bank funded projects would be a plus.
The attention of interested individual specialists is drawn to paragraph 1.9 of the World Bank’s Guidelines: The individual specialists will be selected in accordance with the procedures set out in the World Bank Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 1997 (Revised September 1997, January 1999, May 2002, May 2004 and October 2006)
A Consultant may be selected in accordance with the Individual Consultants (IC) method set out in the Consultant Guidelines
