Request for Expression of Interest/Pre-Qualification for Contractual Services
The Management of the Federal University of Technology, Owerri Intends to engage the services of reputable and Interested Contractors for the execution of her NEEDS ASSESSMENT OF NIGERIAN PUBLIC UNIVERSITIES SPECIAL PRESIDENTIAL INTERVENTION – 11 Projects in the University as follows:
- Construction and Furnishing of Laboratories, Studios, Workshops, Teaching and Research Farms.
- Construction and furnishing of Staff Offices.
- Construction and Furnishing of Classrooms/Seminar Rooms/Auditorium/ Lecture Theatres.
- Provision of Municipal Services (Electricity/Water).
- Provision of Recreational Facilities (Football Pitch and Accessories, Sports Field and Sports Equipment).
Method of Application
Interested Contractors are to submit a comprehensive Company Profile as follows:
- A signed Letter of Application for each of the projects.
- Evidence of Incorporation with the Corporate Affairs Commission (CAC).
- Current Company Tax Clearance Certificate for at least 3 years with Tax Identification Number (TIN).
- Evidence of Employer Pension Fund Contribution Registration and Remittance Certificate (PENCOM Certificate).
- Evidence of Compliance with Industrial Training Fund (ITF) contribution Certificate.
- Sworn Affidavit in accordance with the provisions of Part IV, Section 16, Subsection 6(f) of the Public Procurement Act 2007 that all documents submitted are not only correct but genuine.
This include among others:
- That the Director(s) of the prospective Company has/have never been convicted by any court of law;
- That neither the Company nor any of the Company’s Directors is bankrupt;
- That the Company is not in receivership.
- A Letter authorizing the University to verify from relevant agencies and bodies claims made on submission.
- Names/E-mail addresses, Phone Numbers of Company’s Key Contact Persons to be assigned on the projects).
- The Company’s Organizational Structure, Names and Signed CVs of Staff (Management, Technical/ Administrative Personnel) with Passport Photographs endorsed at the back by the Chief Executives (with photocopies of academic and professional Certificates).
- Evidence of 6No. Verifiable Similar Jobs successfully executed or ongoing in the past 5 years with Site Photographs in A4 size paper, showing all the stages of construction, from sub-structure to completion (for at least 3No. projects). Include the Clients’ Letter of Award and state original Contract Sum of project, Year of Commencement/Completion, original Contract Completion Period and Practical Completion Certificate.
- List of relevant equipment showing Evidence of Ownership/Lease Agreement Proof of Ownership of verifiable concrete batch plant, asphalt plant.
Evidence of Financial Capacity:
- Credit loan from bank/current bank statement within the last 12 (twelve) months.
- Reasonable liquid assets and annual turnover of N300M shall be added advantage.
- Company’s audited accounts for the immediate past 3 years.
- Original copies of items are to be sighted at pre-qualification opening exercise. Joint ventures can make a single application per Project or LOT but must state the Lead Partner in each case.
The Lead Partner shall have at least 60% of the verifiable similar jobs submitted. Joint ventures shall include their memorandum of understanding properly signed by both parties. Each party shall submit ail the requirements on the list as required in the advertisement.
Method of Payment for Pre-qualification:
Interested Company will pay N10, 000.00 (Ten thousand Naira’) only to the University Cash Office, Bursary Department for the processing of the submissions and copies of the receipt of payment enclosed in the submission.
Submission of Completed Pre-qualification Documents:
Pre-qualification documents shall be submitted in a sealed envelopes, clearly labelled at the top left corner “Pre-qualification Documents For (Insert Project Name).” This should be addressed to;

Submissions shall be made in person at the Council Matters Unit of the University. Submissions will close at 12:00 noon on Tuesday, 25th November, 2014, and any submission made thereafter will be rejected. Pre-qualification document will be opened on Tuesday, 25th November, 2014 at 2 p.m. prompt at the University Council Chamber.
Please Note;
- Nothing in this advertisement shall be construed to be a commitment on the part of the University to undertake the project(s) or entitle any bidder to make any claims whatsoever in respect of any expenses incurred in preparing responses.
- Due diligence/verification of facts visits, which will be weighted for pre- qualification, shall be undertaken to determine competent contractors to tender for the works.
- Only those pre-qualified will be contacted to pick financial bid documents.
- Full tendering procedures will be applied only to bidders that have been pre- qualified and found capable of executing the projects.
