Request for Expression of Interest/Invitation to Tender for Projects under the Authority’s Years 2015 Appropriation
(1.0) Introduction: The Authority wishes to procure the under listed capital projects in its Financial year 2015 Appropriation.
(2.0) Section A: Projects for Expression of Interest (Consultancy)
Lot A1: Design of small Earth Dam at Bichi of Kano State
Section B: Projects for Tender (Goods & Works)

| Lot B2.2.3: | Construction of 2KM road and drainage of Tudun Yola in Kano State. |
| Lot B2.2.4: | Construction of Small Earthdam as in LOTA 1 above. |
(3.0) Eligibility Criteria
Interested bidden(s) for any of the above projects are required to provide the following as minimum bidding requirements for the projects (S) of their choice
(3.1) For Consultancy Services
Interested consultants are to provide the following information on the firms suitability for being shortlisted.
(i) Detailed company profile
(ii) Certificate of registration with corporate Affairs Commission (CAC)
(iii) Tax Clearance certificate corresponding with the company annual turnover for the last 3 years (2012, 2013 & 2014) with the company tax identification number (TIN)
(iv) Evidence of compliance with industrial training fund (ITF) amended act 2011 by inclusion of certificate of compliance.
(v) Evidence of compliance with Pension Reform Act 2004 by inclusion of PENCOM clearance certificate
(vi) List of professional personnel (with copies of registration with relevant regulatory bodies) available in the firm’s employment for the project.
(vii) Evidence of experience in at least three (3) jobs of similar nature and complexity executed within the last five years with verifiable letters of contract of award and certificates of job completion. Interim performance certificate for on-going projects should also be included.
(viii) For joint venture, include memorandum of understanding.
(ix) Evidence of the firm’s registration with relevant regulatory professional bodies such as ARCON, COREN, ICCON, IPAN etc.
(x) Any other information that would further enhance the chances of short listing the company
(xi) Provide annual auditor’s report for the last 3 years (2012, 2013 & 2014)
(xii) Evidence of registration of the firm in BPP contractors database will be an added advantage
(xiii) Only shortlisted consultants shall be invited at a later date to collect bid document with payment of non-refundable tender fee of N10,000.00 only payable to:

(i) Detailed company profile

(iv) Evidence of registration/contribution to industrial training fond (ITF)
(v) Evidence of registration and clearance with pension commission (PENCOM)
(vi) Evidence of remittance to pension fund administrator (PFA)
(vii) Full account details including SORT code
(viii) Evidence of experience in at least three (5) jobs of similar nature and complexity executed within the last ten years with verifiable letters of contract of award and certificates of job completion
(ix) For joint venture, include memorandum of understanding.
(x) Possession of satisfactory quality assurance /quality control manual
(xi) Provide annual auditor’s report for the last 3years (2012, 2013 & 2014)
(xii) Evidence of registration of the firm in BPP contractors database will be an added advantage
3.1.1 For Works
(i) Detailed company profile
(ii) Certificate of registration with corporate Affairs Commission (CAC)
(iii) Tax Clearance certificate for the last 3 years (2012, 2013 & 2014) with the company tax identification number (TIN)
(iv) Evidence of Vat registration and remittances
(v) Evidence of industrial training fund (ITF) clearance certificate as in consultant.
(vi) Evidence of PENCOM registration and clearance certificate as in consultant.
(vii) Full account details including SORT code
(viii) Evidence of experience in at least three (3) jobs of similar nature and complexity executed within the last seven years with verifiable letters of contract award and certificates of job completion. Interim performance certificate for on-going projects should also be included.
(ix) Evidence of financial capability /Bank reference letter showing line of credit available to the tune of N20 Million for projects in Lot B2.1.l -B2.2.2, N150 Million for projects in Lot B2.2.3-B2.2.5.
(x) Submission of last 3 years (2012, 2013 & 2014) audited account with annual turnover of a verifiable sum of at least N40 Million for projects in Lot B2.l.l – B2.2.2, N150 Million for projects in Lot B2.2.3-B2.2.4,
(xi) Evidence of ownership of or access to lease of substantial proportion of construction equipment required for the project and their status (where applicable)
(xii) Full account details including SORT code
(xiii) For joint venture, include memorandum of understanding.
(xiv) Possession of satisfactory quality assurance /quality control manual
(xv) Evidence of registration of the firm in BPP contractors database will be an added advantage
(4.0) Collection of Tender Document
(4.1) Interested companies on presentation of evidence of payment of a non refundable processing fee of N10,000.00 Lot B1.1 – B2.1.3, N20,000.00 for Lot B2.1.4 – B2.2.2 and N30,000.00 for Lot B2.2.2 – B2.2.5, shall collect bidding documents as from 12 noon on Monday 10th August, 2015 from the:

(5.0) Submission of Bid
(5.1) Completed technical and financial bid shall be submitted in two (2) hard copies and one (1) electronic copy (non-rewriteable compact disk DVD) in two different sealed envelopes and labelled ‘Technical and Financial respectively’ project category and Lot number at the top right hand corner and enclosed in a third envelop on which is also indicated project category and lot number, indicating name and address including GSN number on the reverse side.
(5.2) The envelop should be addressed to:-

(5.3) Closing dates for submission of tenders/expression of interest documents in on OR Before 10am of the following dates.
(i) A1, Monday, 24th August, 2015.
(ii) B1 – B2.2.5, Monday, 21st Sept, 2015
(5.4) Please note that bids will be publicly opened by 11:00am on the same date when submission would close at Gidan Matasa Hall Minna. Only firms whose technical submission meets the stipulated minimum requirement would have their financial bid opened.
All bidders are expected to bring along the original copies of relevant documents for sighting. Any bid above Fifty Million Naira (N50m) must be accompanied with bid security of 2% of the bid sum valid for 180 days Non-governmental organisation (NGO) and general public are hereby invited to the bids opening.
