1.0 Introduction:
The Authority wishes to procure the under listed capital projects in its Financial Year 2014 Appropriation.
2.0 Section A: Projects for Expression of Interest (Consultancy)
Lot A1: Design of Gudun Karya Small Earthdam in the Federal Capital Territory.
Lot A2: Design of Small Earth dam at Dobi in the Federal Capital Territory.
Lot A3: Design of Small Earth dam at Darka in the Federal Capital Territory.
Lot A4: Feasibility Studies for Irrigation Infrastructures in Katcha-Baro Basin Niger State.
Lot A5: Feasibility Studies for Irrigation Infrastructures at Lower Gurara (Yaba) in FCT.
Lot A6: Design of Small Earth dam at Karu, Nassarawa State

Lot B2.3.12: Construction of Office Blocks in kuradu and Abaji in FCT
Lot B2.3.13: Rehabilitation of Headquarters/Area office building in Niger State
Lot B2.3.14: Rehabilitation of Jeba/Doko irrigation projects in Niger State

Lot B2.3.17: Rehabilitation and upgrading of Sakadadi Irrigation Scheme in Kaduna State
3.0 Eligibility Criteria
Interested bidder(s) for any of the above projects are required to provide the following as minimum bidding requirements for the projects(S) of their choice.
3.1 For Consultancy Services
Interest consultant is to provide the following information on the firms suitability for being shortlisted.
(i) Detailed company profile
(ii) Certificate of registration with Corporate Affairs Commission (CAC)
(iii) Tax Clearance Certificate corresponding with the company annual turnover for the last 3 years (2011, 2012 & 2013) with the Company Tax Identification Number (TIN)
(iv) Evidence of Compliance with the Industrial Training Funds (ITF) Ammended Act 2011 by inclusion of Certificate of Compliance.
(v) Evidence of Compliance with the Pension Reform Act2004 by inclusion of PENCOM clearance certificate.
(vi) List of Professional Personnel (with copies of registration with relevant regulatory bodies) available in the firms employment for the project.
(vii) Evidence of experience in at least three (3) jobs of similar nature and complexity executed within the last five years with verifiable letters of contract award and certificates of job completion. Interim performance certificate for on-going projects should also be included.
(viii) For joint Venture, include Memorandum of understanding
(ix) Evidence of the Firm’s registration with relevant regulatory Professional bodies such as ARCON, COREN, ICCON, IPAN etc.
(x) Any other information that would further enhance the chances of short-listing the company
(xi) Provide Annual Auditors report for the last 3years (2011, 2012 & 2013)
(xii) Evidence of registration of firm in BPP contractors database will be an added advantage
(xiii) No consultant shall express interest in more than two lots
(xiv) Only short-listed consultants shall be invited at a later date to collect bid document with payment of non refundable tender fee ofN10,000.00 only payable to:-

(x) Possession of satisfactory quality Assurance/Quality Control Manual.
(xi) Provide Annual Auditors report for the last 3 years (2011, 2012 & 2013)
(xii) Evidence of registration of the company in BPP contractors database will be an added advantage.
3.1.1 For Works
(i) Detailed company profile
(ii) Evidence of registration with Corporate Affairs Commission (CAC)
(iii) Tax clearance certificates for the last 3 years (2011, 2012 & 2013) with the company Tax Identification Number (TIN)
(iv) Evidence of VAT registration and remittances
(v) Evidence of Industrial Training Fund (TTF) Clearance Certificate as in consultant.
(vi) Evidence of PENCOM registration and clearance Certificate as in consultant.
(vii) Full account details including SORT Code.
(viii) Evidence of experience in at least Five (5) jobs of similar nature and complexity executed within the last seven years with verifiable letters of contract award and certificates of job completion. Interim completion certificate for on-going projects be included.
(ix) Evidence of financial capability/Bank reference letter showing line of credit available to the tune ofN20 million for projects in lot B2.1.1-B2.1.7, B2.3.8, B2.3.3, B2.3.15 & B2.3.17, N150million for projects in lot B2.2.1- B2.2.11, N80 million for projects in lot B2.3.1 – B2.3.2, B2.3.4 N10 million for projects in lot B2.3.3, and B2.3.6 and N40 million for projects in lot B2.3.5 & B2.3.14.
(x) Submission of last 3 years (2011, 2012 & 2013) Audited Account with Annual turnover of a verifiable sum of at least N40million for projects in lot B2.1.1 – B2.1.7, B2.3.8 & B2.3.13 N250 million for projects in lot B2.2.1 – B2.2.11, N150 million for projects in lot B2.3.1- B2.3.2, B2.3.17, & B2.3.4 N15 million for projects in lot B2.3.3 & B2.3.6, N70 million for projects in lot B2.3.5, & B3.1.4
(xi) Evidence of ownership of or access to lease of substantial proportion of construction Equipment required for the project and their status (where applicable)
(xii) Full account details including SORT code.
(xiii) For joint Venture, including Memorandum of understanding Possession of satisfactory quality Assurance/Quality Control Manual.
(xiv) Provide Annual Audited report for the last 3 years (2011, 2012 & 2013.)
(xv) Evidence of registration of firm in BPP contractors database will be an added advantage.
4.0 Collection of Tender Document
4.1 Interested companies on presentation of evidence of payment of a non refundable processing fee of N10,000.00 lot B1.1, B2.1.1, B2.1.2, B2.1.3, B2.1.4A, B2.1.4B, B2.3.6, B2.3.3, B2.3.9, B2.3.16, N 20,000.00 lot B2.4.5, B2.1.6, B2.1.7, B2.3.1-B2.3.7, B2.3.8, B2.3.10, B2.3.11, B2.3.12, B2.3.13, B2.3.14, B2.3.15, and N30,000.00 for Lot B2.2.1-B2.2.11 & B2.3.17, shall collect bidding documents as from 12.00 noon on Monday, 9th June 2014 from the:-

5.0: Submission of Bid
5.1: Completed Technical and Financial bids shall be submitted in two (2) hard copies and one (1) electronic copy (non-rewritable compact disk/DVD) in two different sealed envelopes and labelled Technical and Financial respectively ‘project category and lot number’s at the top right hand corner and enclosed in a third envelop on which is also indicated project category and lotnumber, indicate name and address including GSM number on the reverse side.

5.3: Closing dates for submission of Tenders/expression of interest documents is on OR Before 10am of the following dates.

5.4: Please note that bids will be publicly opened by 11:00am on the same date when submission would close at Gidan Matasa Hall Minna. Only firms whose technical submission meets the stipulated minimum requirement would have their financial bids opened.
All bidders are expected to bring along the original copies of relevant documents for sighting.
Any bid above Fifty Million Naira (N50m) must be accompanied with bid security of 2% of the bid sum valid for 180days Non-governmental organizations(NGO) and general public are hereby invited to the bids opening
