Request for Expression of Interest (EOI) to Participate in the Establishment of 6Nos Compact Milling Plants
(1.0) Background:
In pursuant of the Agricultural Transformation Agenda of the present administration and the directives of His Excellency, Mr. President on the need to attain 40% substitution of High Quality Cassava Flour (HQCF) for wheat flour in bread baking and other confectioneries in Nigeria, The Federal Ministry of Agriculture and Rural Development is facilitating the establishment of Six (6) Compact Milling and Composite flour blending plants across the country. The Ministry has acquired 6Nos Mills comprising of 1No CMS Mill type 350RW and 5Nos Mill type 1800RW for Wheat and Sorghum milling and production of composite flour. The composite flour consists of a blend of wheat and cassava flour of appropriate ratios. The Ministry therefore invites qualified and reputable investors to participate in the scheme for the establishment of these plants in the wheat/sorghum production areas of the country. Upon meeting the requirements as set out in this advert, the investors will be required to carry out the following responsibilities:
(2.0) Responsibilities of the Investors
(i) Provision of land by the investor (1 -2 hectares)
(ii) Provision of electricity and water supply
(iii) Construction of factory building
(iv) Installation of the equipment and
(v) Payment of 80% Equity contribution which shall be on installments.
(3.0) Cost of the Mills
(vi) The cost of the CMS Mill type 350RW is N37million while the cost of 1 unit of the CMS Mill type 1800RW is N134million
(4.0) General Qualification Criteria for Submission of Expression of Interests
In order to be considered, interested companies, which must be Nigerian companies, should submit Expression of Interest (EOI) accompanied with the following:-
(i) Evidence of registration with Corporate Affairs Commission (CAC) and Forms; C07.
(ii) Detailed copy of current Tax Clearance Certificate (2012-2014) verifiable from Federal Inland Revenue Service (FIRS).
(iii) Evidence of VAT Registration & Past VAT remittance.
(iv) Evidence of Contribution to Industrial Training Fund (ITF).
(v) Company Audited Accounts for last 3 years with a minimum turnover of N50 Million Naira.
(vi) Detailed Company Profile.
(vii) Evidence of Registration on the National Database of Contractors, Consultants and Service Providers with the BPP.
(viii) Registration with Relevant Professional Bodies.
(ix) Evidence of 2-3 similar jobs previously executed or currently being executed (including letters of award, completion certificates).
5.0 Submission Of Expression Of Interest Documents
Expression of Interest (EOI) must be submitted in three (3) copies including one (1) original and two (2) copies clearly marked with “Expression of Interest for Compact Milling and Composite Flour Blending Plant” at the top right hand corner and delivered to the address below not later than 12:00 noon, on Tuesday 31st March, 2015.

(6.0) Opening of EOI Documents
The EOI documents will be opened at 1.00pm, on Tuesday 31st March, 2015 in the Ministry’s Conference Room B. All bidders, relevant NGOs and CSOs are invited to witness the exercise.
(7.0) Please Note
(i) Contravention of the conditions in Paragraph 2 (i – xiii) shall lead to disqualification.
(ii) Late submission of EOI will be rejected.
