Request for Expression of Interest (EOI) and Invitation for Pre-Qualification of Contractors for Projects under the FY 2015 Appropriation of the Authority
1.0 Introduction:
The Authority wishes to procure the under listed capital projects in its Financial year 2015 Appropriation.
2.0 Projects for Tender (Goods & Works)
GOODS
LOT A: Provision of One (1) Complete New Borehole Drilling Machine in Ibadan South West / North- West Federal Constituency
WORKS
LOT B: Construction/Rehabilitation of Boreholes
LOT B1 Rural Water Supply (Boreholes) at Various Locations in Kwara North Senatorial District
LOT B2: Construction of Motorised Borehole Powered with Generator at Eika Adagu New Layout Junction, before Smart Filling Station by the right to Area A of Ezi Kaaba Lineage of Anchi Clan, Okehi LGA, Kogi State, behind Momoh Musa Adabara Street, Okene LGA, Kogi State.
LOT B3: Construction of Motorised Borehole Powered with Generator at Iruvucheba, Alhaji Salihu Idawu Sule Otaru Street, Near Ige Obaro House, Okene LGA, Kogi State.
LOT B4: Construction of Motorised Borehole Powered with Generator at Engr. M.J Aliyu Salima Street, Anyoke Adavi LGA, Kogi State.
LOT B5: Construction of Motorised Borehole Powered with Generator at Check Point, Hajia Zainab Isah (PHCN) Street, Engr. Umar Road, Okene LGA, Kogi State.
LOT B6: Hand Pump Boreholes in Various Villages in Oyo Federal Constituency, Oyo LGA.
LOT B7: Provision of Motorized Water Borehole at Ojoko Immane Olamaboro LGA, Kogi State.
LOT C: OTHER CONSTRUCTION WORKS
LOT CI: Construction of Orin Irrigation Project.
LOT C2: Construction of Erin-Ile / Ajase-Ipo Irrigation Project (in Erin-Ile, Ilale & Ajase-Ipo).
LOT C3: Flood/Erosion Control Work along Rufai Abdulmalik Atta Street, Inozomi Layout Adavi LGA Kogi State.
LOT C4: Erosion and Flood Control at Kuchita Area of Kwara North Senatorial District,
LOT C5: Construction of Weru Bridge/Culverts in Moro LGA of Kwara North Senatorial District.
LOT C6: Construction of Access Road and Culvert at Ageva-Onyoto, Okene LGA, Kogi State.
LOT C7: Completion of Granite Surfacing on Oke Daba Access road, Ifelodun LGA, Kwara South Senatorial District, Kwara State.
LOT C8: Erosion and Flood Control for Ogbomosho South LGA of Oyo State.
LOT C9: Electrification Project in different locations in Edu and Pategi LGAS’, Kwara State.
LOT C10: Rehabilitation and Extension of Low Tension Lines along with 2 Nos. of 500KVA Transformer and 4 Nos. of 300KVA Transformers at various locations in Kwara North Senatorial District.
30 Eligibility Criteria
Interested Bidders for any of the above projects are requested to provide the following minimum pre-qualification requirements, arranged serially as itemized for each category of criteria below:
3.1 For Works
(a) Certificate of Registration with CAC
(b) Tax Clearance Certificate for the last three (3) years (2012, 2013 & 2014) with Tax Identification Number (TIN)
(c) Evidence of Pension Commission (PENCOM) Compliance Clearance Certificate
(d) Evidence of Industrial Training Fund (ITF) Compliance Certificate.
(e) VAT Registration and Remittance for the last three (3) years (2012, 2013 & 2014)
(f) Evidence of ownership of or access to lease of relevant construction equipment and their status (where applicable)
(g) Detailed Firm/Company’s Profile with copies of Memorandum and Article of Association. In addition Joint Ventures will provide copies of the relevant Memorandum of Understanding. Evidence of Firms registration with relevant professional bodies – COREN, COMEG, ARCON, etc
(h) Evidence of Financial capability/ Bank reference letter.
(i) Annual Audited Report which shows the financial status of the company in the last three (3) years (2012,2013 and 2014) Audited Accounts.
(j) Possession of satisfactory Quality Assurance/Quality Control Manual as appropriate
3.2 FOR GOODS
(a) Certificate of Registration with CAC
(b) Tax Clearance Certificate for the last three (3) years (2012, 2013 & 2014) with Tax Identification Number (TIN)
(c) VAT Registration and Remittance for the last three (3) years (2012, 2013 & 2014
(d) Evidence of Pension Commission (PENCOM) Compliance Clearance Certificate
(e) Evidence of Industrial Training Fund (ITF) Compliance Certificate.
(f) Evidence of experience in at least three (3) supply jobs, executed within the last five years, with verifiable letters of contract award and certificates of job completion
(g) Detailed Firm/Company’s Profile with copies of Memorandum and Article of Association. In addition Joint Ventures will provide copies of the relevant Memorandum of Understanding. Evidence of Firms registration with relevant professional bodies – COREN, COMEG, ARCON, etc
(h) Evidence of Financial capability/ Bank reference letter.
(i) Annual Audited Report which shows the financial status of the company in the last three (3) years. (2012, 2013 and 2014) Audited Accounts.
(j) Possession of satisfactory Quality Assurance/Quality Control Manual as appropriate
3.3 Bidders are requested to also provide sworn Affidavit certifying as follows:
(a) that the company is not in receivership, not insolvent or bankrupt,
(b) that the company does not have any Director who has been convicted in any Court in Nigeria or any other country for Criminal Offence in relation to fraud or financial impropriety,
4.0 Collection of Pre-Qualification/Expression of Interest Documents4.1 Interested companies/Firms, on presentation of evidence of payment (Teller) of the prescribed non-refundable processing Fee of N50,000.00 per lot for Lots under Goods and Other Construction Works and N20,000.00 per lot for lots under Construction/ Rehabilitation of Boreholes into the Authority’s account as follows :

4.2 All terms and conditions in the collected Documents MUST be strictly adhered to please.
5.0 Submission of Documents
5.1 Submission of completed request for Expression of Interest (EOI) and Pre-qualification Documents for the Projects of interest should be submitted in Two (2) sets hard copies and One (1) Electronic copy in Microsoft Office and enclosed in a sealed envelope, labeled “EXPRESSION OF INTEREST (EOI) OR PRE-QUALIFICATION’ with “Project Name and Lot Number” on top right-hand corner, addressed and returned to;

5.2 All pre-qualification documents MUST be accompanied with duly signed submission letter by the bidders. Any unsigned document will be disqualified.
5.3 All bidding documents submitted (registration with CAC, tax clearance certificates, etc) may be subjected to Due Diligence checks in accordance with the Public Procurement Act (PPA) 2007.
6.0 The Closing Date for the Submission of Bids
6.1 The closing date for the submission of Bid/Expression of interest document shall be on or before 12 noon Monday the 14th September, 2015.
7.0 Opening of Bids
7.1 Bids shall be opened immediately after the deadline for the submission of bids at the car park by 12 noon Monday 14th September, 2015 at the Authority’s Headquarters.
7.2 Only the successful Bidders at the Pre-qualification Stage will be invited for Financial Tendering at a date to be announced.
7.3 All Bidders are expected to bring along the ORIGINAL COPIES of their Certificates of Incorporation and Tax Clearance, for sighting, if required.
7.4 Contractors or their representatives, relevant Non-Governmental Organizations (NGOs) and interested members of the public are hereby invited to witness the Bid Opening.

8.0 Additional Information
8.1 This Invitation is published for information purposes only and does not constitute an offer by this Authority to transact with any party for any of the projects; nor does it constitute a commitment or obligation on the part of this Authority.
8.2 The Authority will not be responsible for any costs or expenses incurred by any interested party in connection with any response to this invitation and/ or the preparation or submission in response to any enquiry.
8.3 The Authority is NOT bound to shortlist any bidder and reserves the right to annul the selection process at any liabilities and assigning any reason thereof.
8.4 The final Conclusion of the procurement process for all projects listed above is subject to adequate budgetary provision in the 2015 Appropriation.
