Prequalification

Ref.: International, open Tender for the selection of an architect/ Engineer consultant (AEC) for the new competence Center of the west Africa science service center on climate change and adapted land use (WASCAL) in Ouagadougou, Burkina Faso.

Project Measures: The project measure aims at the construction of premises in Ouagadougou, Burkina Faso, for a regional West African science service center that shall strengthen regional competence on climate change and adapted land use in cooperation with German expertise for research. The layout and technical design of this building shall integrate and reflect the objectives of WASCAL and its holistic understanding of sustainability by a best practice building in energy efficiency and construction adapted to Sahel climatic conditions. (For this reason an Architectural Design Competition will be an integral part of the bid proposal of pre qualified bidders.)

The construction of the competence centre is part of the larger-scale WASCAL project set-up and financed by the German Federal Ministry of Education and Research (BMBF).

Requested Services: Architectural and Engineering design including climatic improvement for a new building complex with approx. 4.100 m² gross floor space including preparation of tender documents, procurement of works and services, support in financial planning for the Competence Centre, contract awarding and contract management, site supervision and acceptance of works and services.

• The pre-qualification of experienced consultants is subject to the regulations contained in the Guidelines for the Assignment of Consultants in Financial Cooperation with Partner Countries” (see https://www.kfw-entwicklungsbank.de/Download-Center/PDF-Dokumente-Richtlinien/Consulting-E.pdf). The contract will be awarded to an independent consultant firm or pool of such firm with proven experience in the construction sector and in the region Western Africa with a minimum annual turnover of 300.000EUR
