Pre-Qualification of Contractors for 2014 Appropriation Take-Off Projects
1.0 Preamble:
The Federal University Birnin-Kebbi in its effort to implement its Year 2014 Appropriation take-off Projects and other projects hereby invites interested and reputable Contractors to bid for the Prequalification exercise in respect of the following projects:-

Pre-Qualification of Contractors for 2013 TETFUND Take Off Projects

3. Procurement of Geology Laboratory Equipment Lot 2.
4. Rehabilitation of Library Lot 3
5. Rehabilitation and Fencing of Female Hostel Block Lot 6
6. Rehabilitation of 2 No. Male Hostel Blocks Lot 7
2.0 Conditions for Eligibility:
All Interested Contractors are required to submit the following documents:-Mandatory Requirements
a) Evidence of incorporation of company with Corporate Affairs Commission including Articles and Memorandum of association, forms C02 and C07.
b) Evidence of VAT registration and remittances.
c) Evidence of current Tax Clearance Certificate & Remittance for the past three (3) years.
d) Evidence of PENCOM Clearance Certificate /exemption from PENCOM in accordance with the pension reform Act 2004.
e) Evidence of compliance with the provision of the amended Industrial Training Fund (ITF) 2011 Act and remittances where applicable.
f) List of experienced Administrative and Technical Staff to be deployed on the project including CVs and photocopies of academic and professional qualifications like ARCON, COREN, COBOL etc.
g) Evidence of similar & verifiable projects executed within the past five years including copies of letters of awards and completion certificates.
h) Evidence of Financial capability and banking support/reference letter from a reputable Sank stating willingness to grant a credit line of a minimum of N30.00 Million in order to carry out such a project or Company’s Bank statement of account indicating credit balance of over N30 Million.
Additional Requirements
i) Company Audited Account for the past three (3) years.
j) Provision of Tax Identification Number (TIN) by each Contractor.
k) Evidence of Company’s Annual turnover
I) Comprehensive Company profile and organizational structure.
m) Comprehensive list of plants and machineries to be deployed to the project with evidence of possession.
n) Sworn Affidavit indicating that all information provided are true in every respect that the company is not in receivership and none of its Directors were ever convicted of fraudulent or financial impropriety.
o) Evidence of corporate social responsibility rendered (if any).
p) Payment of Non Refundable Prequalification Fee of Ten Thousand Naira Only (N10,000.00) can be made directly to the University’s IGR Account with UBA Plc, Birnin Kebbi Main Branch, Account No. 1017986943, and receipt obtained at the University’s Take-off site located at the University’s School of Basic Studies (SBS), Birnin Kebbi, along Kalgo-Bunza Road opposite KARDA, Birnin Kebbi and Photocopy of payment receipt should be attached to the Pre-qualification document.
3.0 Verification of Claims:
Please note that Federal University Birnin-Kebbi reserves the right to verify claims made for the purpose of pre qualification and financial tender as submitted by any interested Contractors.
4.0 Submission of Pre Qualification Documents:
Prequalification documents should be neatly packaged in a sealed envelope marked “Pre Qualification of Contractors for 2014 Appropriation Take-Off Projects” indicating in each case, the project Lot at the top right hand corner of each of the envelope and addressed to:- The Registrar, Federal University Birnin Kebbi, Kebbi State.
Submission of documents will close on or before 10:00 am on Friday, May 30th, 2014 at the University’s Take-off Site located at the University’s School of Basic Studies, Birnin Kebbi, along Kalgo-Bunza Road opposite KARDA, Birnin Kebbi. To be considered for Commercial tendering, any bidder must score at least 70% and above for the listed category/Lot.
5.0 Opening of Documents:
Opening of bids will hold in the presence of applicants or their representatives at the University’s Take-off Site located at the University’s School of Basic Studies, Birnin Kebbi, along Kalgo-Bunza Road opposite KARDA, Birnin Kebbi on Friday, May 30th 2014 by 10:00 am.
6.0 Sighting of Original Documents Tendered:
Please note that the Federal University Birnin Kebbi, request all bidders to present all original Pre-qualification tender documents for sighting during the opening of bids exercise. Any bidder who fails to present the original documents during the opening exercise will be disqualified automatically.
3. Important Notice:
All applicants are to note that:-
1. No one single Bidder should Tender for more than 3-projects at a time.
2. Each Lot should be paid for in separate Bank Teller and official receipt obtained accordingly.
3. Only firms capable of executing the jobs would be published on the notice board and contacted.
4. Nothing in this advert shall be construed to be a commitment by Federal University Birnin Kebbi.
5. Failure to comply with any of the above instructions or to provide any of the above listed documents may automatically result in disqualification.
6. Bidders are to note that participation in the pre-qualification exercise does not grant any Company the right to be considered for Tender/Financial proposal. The University shall not enter into any correspondence with unsuccessful bidders.
7. Bidders should note that the pre-qualification is not an invitation to Tender or bid and does not create any commitment by the University to any company. Only Pre-qualified Companies will be invited to tender for the projects.
8. The University reserves the right to discontinue with the Pre-qualification and Tender exercise.
