Invitation to Tender for Some Projects under 2014 FCTA Statutory Budget for Satellite Towns Development Department (STDD)
The Federal Capital Territory Administration (FCTA), through the Satellite Towns Development Department (STDD) is inviting competent and interested Companies to submit documents for any of the following projects:
(A) The Projects
(1) FCTA/STDD/SWK/A01: Rehabilitation and Upgrading of Engineering Infrastructure to Owner Occupier Housing Estate, Kubwa Phase I
Brief Scope of Works
a) Rehabilitation and upgrading of 2Km Road Network with single layer of asphaltic concrete finishing on a pavement consisting of lateritic sub-base and granite crushed rock base.
b) Construction of 600mm pipe culverts – 230m.
c) Construction of Open Trapezoidal concrete lined drains – 4,000m.
d) Laying of Road Kerbs -1,000m.
e) Stone pitching and grassing.
(2) FCTA/STDD/CWK/B01: Channelization of Dawaki Stream, Bwari AC Brief Scope of Works:
a) Site Clearance and Earthworks
b) Concrete Culverts and Drains
(3) Greening & Beautification Works
Greening & Beautification Works at the following Roads:
(i) FCTA/STDD/SWK/C01: Jikwoyi- Orozo Road AMAC
(ii) FCTA/STDD/SWK/C02: SCC road to lower Usuman Junction, in Bwari Area Council.
(iii) FCTA/STDD/SWK/C03: Tipper Garage to Forest Market Kuje Area Council.
(iv) FCTA/STDD/SWK/C04: Kutunkun Road from Market to FRCN at Gwagwalada Area Council.
(v) FCTA/STDD/SWK/C05: Agyana Road in Abaji Area Council
(vi) FCTA/STDD/SWK/C06: Bonugu Road to Pilot Primary School in Kwali Area Council
(vii) FGTA/STDD/SWK/C07: Medians of Road Nyanya to Ajatta at AMAC
Scope of Works
a) Provision of viable seedlings of not less than 2cm.
b) Provision of Manure /humus and Cow Dungs for planting.
c) Application of Agrochemicals.
d) Provision of Water and Watering of Seedlings
e) Post planting maintenances for the period of 3
(4) Maintenance of Drainages
Maintenance of Drainages at the following FCT Satellite Towns:
(i) FCTA/STDD/SWK/D01: Abaji
(ii) FCTA/STDD/SWK/D02: Kwali
(iii) FCTA/STDD/SWK/ D03: Kuje
(iv) FCTA/STDD/SWK/D04: Dutse Alhaji, Dawaki and Bwari Town
(v) FCTA/STDD/SWK/ D05: Kubwa
(vi) FCTA/STDD/SWK/D06: Gwagwalada (University Area)
(vii) FCTA/STDD/SWK/D07: Gwagwalada (Market Area)
(viii) FCT/VSTDD/SWK/P08:Karu
(ix) FCTA/STDD/SWK/ D09: Nyanya
(x) FCTA/STDD/SWK/D10: Jikwoyi
Brief Scope of Works
a) Excavation of silts and waste from gutters and drainages.
b) Packing / Evacuation of desitted materials using appropriate toots without causing environmental nuisance.
(5) Maintenance of Dumpsites in the following FCT Satellite Towns
(i) FCTA/STDD/SWK/ E01: Bwari Dumpsite (After Law School)
(ii) FCTA/STDD/SWK/ E02: Bwari Dumpsite (Dutse Baupma)
(iii) FCTA/STDD/SWK/ E03: Ajatta Dumpsite
(iv) FCTA/STDD/SWK/ E04: Gwagwalada Dumpsite
(v) FCTA/STDD/SWK/ E05: Tugan-Maje Dumpsite
(vi) FCTA/STDD/SWK/ E06: Kuje Dumpsite
(vii) FCTA/STDD/SWK/E07: Abaji Dumpsite
(viii) FCTA/STDD/SWK/E08: Kwali Dumpsite
Scope of Works
a) Erosion control at dumpsites
b) Preparation of dumpsites to receive wastes at all times
c) Fumigation/sanitation of security post, site office and its environs.
d) Demarcation of dumpsites into segments for dumping of hazardous and non-hazardous waste
e) Ensuring regular perimeter vegetation control of dumpsite to prevent fire outbreak encroachment etc.
(B) Pre-Qualification Requirements:
Eligibility Requirements (without which the firm shall be disqualified)
(i) Evidence of Registration with the Corporate Affairs Commission (CAC).
(ii) Tax Clearance Certificate for the last 3 years, expiring December, 2014.
(iii) Certificate of compliance with the Provision of Pension Reform Act 2004 and evidence of up to date Remittance of employee Pension Fund contribution in line with Part IV Section 16 Subsection 6d of the Public Procurement Act (PPA), 2007.
(iv) Evidence of Firm’s Contributions to Industrial Training Fund (ITF).
Other Requirements
(v) Corporate Profile of the firm including CVs of Key Personnel, registered address, functional contract e-mail address and GSM phone number(s).
(vi) Experience and evidence of similar works successfully executed/on-going within the last five (5) years.
(vii) Evidence or up to date Annual Returns with CAC (2013).
(viii) Evidence of Financial Capability including Company’s Current Bank Reference and Statement of Account for the last 12 months.
(ix) Sworn affidavit in line with the provision of Part IV, Section 16, subsections 6(e & f) of the Public Procurement Act, 2007.
(x) Evidence of Company’s VAT Registration with Tax Identification Number (TIN).
(xi) Current Registration with Federal Ministry of Environment (FMENV)/ Environmental Health Officers Registration Council of Nigeria (EHORECON) or Abuja Environmental Protection Board (AEPB) for Lots No. FCTA/STDD/SWK (E01 -E08). The advertisement if for prequalification only.
(xii) Evidence of Registration on the National Data Base of Contractors, Consultants and Services Providers (CCSPs) under the Bureau of Public Procurement (BPP) in line with section 5(h) and 6(1 )(f).
(C) Method of Application
This advertisement is for prequalification only in respect of Lots No. FCTA/STDD/SWK/A01 and FCTA/STDD/SWK (E01 – E08) and Bidders are to submit three (3) copies of prequalification documents one (1) original and two (2) photocopies on or before 12,00 noon on 10th December, 2014. The opening shall take place immediately after close of submission at Room G9, Akinola Aguda Hall, Archive and History Bureau, Area 11, Garki – Abuja. The bidders’ representative and interested members of the public are invited to attend.
Bidders interested in submitting bids in respect of Lots No FCTA/STDD/CWK/B01, FCTA/STDD/SWK/C01 – 07 and FCTA/STDD/SWK/ D01 – 10 are to collect Tender Documents from FCT Tenders Board Secretariat, Room 043, First Floor, Block B, FCTA Secretariat, Area 11, Garki Abuja on the presentation of evidence of payment of nonrefundable tender fee in the sum of N25,000.00 (Twenty Five Thousand Naira Only) to FCT Treasury Revenue Account at Fidelity Bank, Central Area, Abuja, Account No: 5030009770.
(D) Submission and Opening of Bids:
Bidders are required to submit the bid in respect of Lots No FCTA/STDD/CWK/ B01, FCTA/STDD/SWK/C01 – 07 and FCTA/STDD/SWK/D01 -10 as follows:
- Pre-Qualification Documents shall be submitted in Three (3) hard copies, one original and two (2) photocopies in a sealed envelope and clearly marked at the Top left corner Technical.
- Financial Bid with all pages duly endorsed by authorized representative of the bidder shall be similarly marked Financial and submitted in three (3) hard copies. Original copy and two (2) photocopies sealed in separate envelope- The two (2) sealed envelopes (Technical and Financial) shall then be enveloped in one (1) single envelope.
The FCT Authority will assume no responsibility to the misplacement or tampering with the tender if Envelopes are not properly sealed and marked as Instructed.
The completed Technical/Financial tender shall be dearly marked at the top right corner Tender for the________________ and addressed to the Secretary, FCT Tenders Board Secretariat The documents are to be dropped in a Tender Box at room 043, FCT Tenders Board Secretariat on or before 12.00 noon on 7th January 2015. The opening shall take place immediately after close of submission by 12.00 noon at Room G9, Akinola Aguda Hall, Archive and History Bureau, Area 11, Garki -Abuja. The bidders’ representative and interested members of the public are invited to attend.
Please note that:
(i) No Company should tender for more than two (2) Lots from amongst Lots No FCTA/STDD/SWK/(D01 – D10) and (E01 – E08). Company(ies) that violates this Rule shall be automatically Disqualified.
(ii) Due Diligence exercise could be carried out on the companies to verify claims included in their submissions; All CAC, VAT, PENCOM, ITF, NSITF, FIRS and Tax Clearance Certificates submitted shall be referred to security Agencies, Corporate Affairs Commission, Federal Inland Revenue Service (FIRS), Industrial Training Fund, National Pension Commission and other relevant bodies for verification.
(iii) Interested members of the public especially Civil Right Organization are invited to attend the opening exercise. They are expected to adhered to the Code of Conduct for Public Procurement Observers stipulated by the Bureau of Public Procurement.
(iv) Only the prequalified companies shall be invited to next stage of procurement process.
(v) Response to this Invitation shall not obligate FCT Administration to consider any responding firm for the award of any contract. All cost incurred shall be borne by the responding firm.
(vi) The advert should not be construed as a commitment on the part of the FCT
Administration, nor shall it entitle responding companies to seek any indemnity from FCT Administration by virtue of such company having responded to this advertisement.
