Invitation to Tender
Introduction
The State House, Abuja intends to undertake the procurement of various projects under the Year 2014 Capital and Recurrent Budget.
1.2 In compliance with the requirements of the Public Procurement Act 2007, the State House hereby invites competent and interested supplier and contractors to tender for the projects listed under Lot 1 and Lot 2 as detailed below:-
SCOPE OF WORKS.
Lot: 1 Reconstruction of Rear Perimeter Fence and provision of New Gate House Accommodation for State House Medical Centre, Abuja.
Lot. 2 Procurement of Laundry Equipment;
Lot: 3 Procurement of Service Equipment (Heavy Duty).
3. Eligibility Requirements.
Prospective bidders are required to submit the following documents: –
i. Evidence of Registration with Corporate Affairs Commission (CAC); namely Certificate of Incorporation and Articles of Association;
ii. Tax Clearance Certificate for last three years, i.e. 2011, 2012 and 2013;
iii. Certificate of compliance with National Pension Commission (PENCOM) for firms with more than five (5) employees;
iv. Evidence of VAT Registration and Remittance to Federal Inland Revenue Service;
v. Detailed Company Profile, including Curriculum Vitae, Academic and Professional Certificates of Professional Staff to be used for the construction of the projects, their work experience and attestation of their availability;
vi. Evidence of experience of the Company’s in at least three (3) Jobs of similar nature and complexity executed within the last three years with verifiable letters of contract awards from recognized Government or other reputable Agencies, evidence of payment and Certificate of Job completion;
- Time Frame for the Project/completion period;
- Evidence of Financial Capability and letter of reference from a reputable bank for Joint Ventures, memorandum of understanding should be included;
ix. Full and verifiable address of firm and contact phone number;
x. Annual Auditors Report for last three years (201 1, 2012 and 2013) showing annual turnover;
xi. Evidence of Industrial Training Fund (ITF) contribution;
xii. Evidence of firms registration with relevant professional as applicable bodies such as ARCON, COREN, CORBON etc (For works only);
xiii. Evidence of Registration with Financial Reporting Council of Nigeria;
xiv. List of equipment to be used for the project and their location, stating whether the equipment are on lease, hired or owned including relevant evidence (for works only);
xv. Sworn affidavit to indicate that the company is not in receivership and none of its directors was ever convicted of fraudulent activity.
4. Collection of Tender Document.
Tender Documents for the projects (Lots 1 – 3) are to be collected from the Secretary Tender’s Board, PR & S Department, Wing 4 Room 4. 1.50, New Administrative Block near Banquet Hall, State House, Abuja on the payment of a non – refundable tender fee of N20.000.00 (Twenty Thousand Naira) per lot
5. Submission of Tender Documents.
Technical and financial documents for Lot 1 and Lot 2 should each be sealed respectively and labelled (“Technical bid” or “Financial Bid” as appropriate) separately, and the two (2) envelopes be put in a Larger envelope that should also be sealed and labeled, at the top left corner with the project title and Lot No, for example Lot 2 “Procurement of Laundry Equipment”. The Name of the Company and contact number should be clearly stated at the back of the envelope.

All completed Tenders (in both soft and hard copies) should be dropped in the Tenders Box at the Security Gate, New Administrative Block, State House not later than 12:00 noon for each Lot as follows:
(i) Monday, 30th June 2014 for Lot 1; (Works)
(ii) Tuesday, 1st July 2014 for Lot 2.(Goods)
6. Opening of Tenders.
Opening of tenders will take place immediately after the close of submission at 2:00 pm at the Wing 4 Conference Room (4.0.50) New Administrative Block, State House, Abuja, for each Lot as follows: –
Monday, 30th June 2014 for Lot l;(Works)
Tuesday, 1st July 2014 for Lot 2. (Goods)
Bidders or their representatives and relevant Non – Governmental Organizations (NGOs) are invited to witness the openings.
7. Please Note That.
i. The State House is under no obligation whatsoever to select contractors from submissions received if none meets the requirements for the projects;
ii. All financial bids should be quoted in Naira (N);
iii. Any company that has no similar experience in the projects advertised need not to apply
iv. Due diligence would be followed as all documents submitted would be verified past executed works and contractor’s offices, plants and equipment may be visited. Any discrepancies found would summarily disqualify the contractor;
