Invitation to Tender for the under listed Projects of the Nigerian Maritime Administration and Safety Agency (NIMASA)
1.0 Introduction
1.1 The Nigerian Maritime Administration and Safety Agency (NIMASA), a Parastatal of the Federal Ministry of Transport in compliance with the Public Procurement Act (PPA) 2007, hereby invites reputable and interested Contractors/Companies /Consultants to tender for the under listed projects as provided in the Agency’s budget for 2014.

2.0 General Requirements:
2.1 Prospective bidders are required to submit the following documents:
- Detailed Company Profile stating current office address, e-mail and telephones.
- Evidence of registration with Corporate Affairs Commission (CAC) by inclusion of Certificate of Incorporation and Articles of Association.
- Evidence of Tax Clearance Certificate and Tax remittances for the past three years (2011, 2012, 2013) corresponding with declared Annual Turnovers by inclusion of photocopy.
- Evidence of compliance with the Pensions Reform Act 2004, by inclusion of Compliance Certificate from National Pension Commission.
- Evidence of compliance with Industrial Training, Fund (TIF) Act of 2011 by inclusion of Compliance Certificate from Industrial Training Fund.
- Evidence of VAT registration / Remittance certificate.
- Evidence of compliance with Nigerian Social Insurance Trust Fund (NSITF) by inclusion of Compliance Certificate from Nigerian Social Insurance Trust Fund.
- Audited Statement of Account of the Company for the past three years duly endorsed by a firm of Chartered Accounts.
- Provision of Tender Security for all Tenders valued above 50 Million Naira at 2% of the bid price by way of guarantee from a reputable bank.
- Evidence of working capital for tenders valued above 50 Million Naira and authority to seek reference from Tenderer’s Bankers.
- A sworn affidavit that none of the Directors has been convicted in any court of law for any criminal offence.
Failure to submit all documents state above may lead to the disqualification of the Tender.
3.0 Additional Requirements:
3.1 Works:
- Information of equipment for the jab indicating whether the equipment is fully owned or leased.
- Evidence of accreditation/professional registration
- Evidence of experience of at least five (5) jobs of similar nature and complexity executed within the last three years with verifiable letters of contracts award and job completion certificates.
- List of key personnel including professionals and registration with professional corporate bodies.
3. 2 Goods:
- Possession of satisfactory Quality Assurance/Quality Control Certification.
- Verifiable evidence of similar jobs will be an advantage.
4.0 Collection of Tender Documents/ Submission of Proposals:
4.1 Interested Companies/Firms should collect Standard Bid Documents as from 14th July, 2014 from the office of the Deputy Director, Procurement Department 5th Floor, The Nigerian Maritime Administration and Safety Agency (NIMASA), No. 4 Burma Road, Apapa, Lagos, after the payment of a non-refundable fee of Thirty Thousand Naira (N30,000.00) only for each lot at the Financial Services Department (Revenue Section) of the Agency on the 4th Floor, Payment shall be made in form of a Bank Draft in favour of NIMASA.
Please Note Financial submission/quote less than 80% of the estimation for all projects shall be disqualified.
5.0 Submission of Tenders:
5.1 A copy of all tender documents both original and duplicate should be neatly packaged in sealed envelopes; each stating the Project, Title, Lot Number and Company name shall be submitted not later than Monday 18th August 2014 at 11am, to the Office of:

No 4 Bima Road, Apapa, Lagos.
All tenders that must be submitted on the last day of submission should be admitted at the Venue of the Tender opening exercise before 11:00am of 18th August, 2014.
In addition, soft copies should be sent to procurement@nimasa.gov.ng, otonye.oborn@nimasa.gov.ng
Note that the Financial Tender document should be enclosed in a separate envelope from the Technical requirement documents. Failure to comply with this may lead to the disqualification of the Tender.
6.0 Tender Opening
The Technical Bids shall be opened on 18th August, 2014 at the Multi-Purpose Hall of the Nigerian Maritime Resource Development centre (NMRC), Kirikiri, Lagos by 11.00am.
Tenderers or their representatives, Relevant Professorial Bodies and Non- Governmental Organisations (NGOs) are invited to witness the Opening of Tenderers in public and shall sign a register evidencing their attendance
Opening of financial submissions of Tenderers adjudged technically competent shall be done at a later date that will be communicated to successful (Pre-qualified) Tenderers.

Notation:
- Late submission of tenders will not be entertained.
ii. Companies submitting tenders/proposals on the last day of submission should do so at the Nigerian Maritime Resource Development Centre; Kirikiri not later than 11.00 am where the opening of tender exercise shall take place
- All CAC, VAT, PENCOM, ITF and Tax Clearance Certificates submitted may be referred to Security Agencies, Corporate Affairs Commission (CAC), Federal Inland Revenue Service (FIRS), Industrial Training Fund (TIF), National Pension Commission and other relevant bodies for verification.
- The notice shall not be construed to be a commitment on the part of Nigerian Maritime Administration and Safety Agency to award any farm of contract to any respondent nor shall it entitle any Company /Firm submitting documents to claim any indemnity from the Agency.
- The Agency is not bound to accept: the lowest tender and tenders shall be responsible for all costs in preparation and submission of Tenders.
