Invitation to Tender

1. Introduction

The Nigeria Immigration Service (NIS) in accordance with the Public Procurement Act 2007 wishes to carry out some of its capital Projects under 2014 Budget. To this end interested and capable contractors with relevant experience are invited to submit tender document for the following projects/supplies

1. Description of Work

The projects description and scope are listed here under

2.0   Eligibility:

2.1     Interested contractors are required to submit their company’s profile which must include but not limited to the following:

(i)      Evidence of Registration with Corporate Affairs Commission (CAC).

(ii)     Evidence of Tax clearance certificate for the past three (3) years (i. e. 2011, 2012 and 2013) verifiable from Federal Inland Revenue Service (FIRS).

(iii)    Evidence of VAT Registration/Remittance Certificate from FIRS with TIN No:

(iv)    Evidence of Financial capability and banking support.

(v)     Audited Statement of Accounts of the Company for the past 3 years (2011, 2012 and 2013) showing annual turnover duly endorsed by a firm of Chartered Accountant.

(vi)    Evidence of compliance with Pension Act 2004 by inclusion of compliance letter from National Pension Commission.

(vii)   Evidence of compliance with the amended Industrial Training Fund (ITF) Act 2011, by inclusion of compliance letter from ITF.

(viii)  Provide detailed company profile including Technical/Financial qualification and experience of key professional staff, contact telephone number and e-mail.

(ix)    Evidence of verifiable past experience in handing similar projects Copies of past award letters and job completion certificates to be attached.

(x)     Evidence of payment of a non-refundable Tender tee of N10,000.00 only in favour of Nigeria immigration Service.

(xi)    A sworn Affidavit confirming that all information presented and attached are true and correct and that no officer of the Service is a former or present director, staff or a shareholder of the company.

(xii)   Any other additional information/documentation that will enhance the company’s application.

3. Collection of Tender Documents

Eligible bidders may obtain documents and further information from Room A66, Ground floor, Immigration Service Headquarters, Sauka-Abuja Upon presentation of evidence of payment of non-refundable tender fee of N10,000.00 (Ten Thousand Naira) only per lot in certified Bank Draft in favour of Nigeria Immigration Service as from Monday 21^st July 2014.

4. Submission of Tender Documents

Bids submission must be submitted in two (2) separate sealed envelopes clearly marked “Technical Bid” and “Financial Bid” with appropriate project title, lot number and project code at the top right hand corner addressed and delivered in the tender box to the address below, not later than 10:00am of Monday 1^st September 2014.

Note that. All bids not so marked and appropriately dropped in the respective tender would be rejected.

5. Closing Date/ Bid Opening/Venue

Submission of tender shall close on 1^st September 2014 by 10.00am. The Technical Bid shall be publicly opened by 12.00noon same day 1^st September. 2014 at Conference Hall, First Floor, Service Headquarters, Sauka, Abuja.

(b)     Tenderers or their representatives and interested members of the Public, Civil Societies as well relevant Non-Governmental Organizations (NGOs) are invited to witness the opening of the “Technical Bid” as scheduled above. However, only prequalified companies and relevant NGOs will be subsequently invited to witness the opening of the “Financial Bid” documents.

6. Additional Information

(a)     All bidders are expected to sign the submission of bid document register

(b)      Improper and/or late submission of bid documents will not only be rejected  but returned unopened to the bidders

(c)      Contractors that had cases of contracts abandonment non-completion and poor projects execution with the Ministry or the Service need not to tender for any of these projects.

(d)     This advertisement of invitation to tender shall not be construed as a commitment on the part of the Ministry of Interior/Nigeria Immigration Serves nor shall it entitle potential bidders to make any claim (a) whatsoever and/or seek any indemnity from the Ministry/Immigration Service and/or any of their partners by virtue of such bidders having responded to this advertisement Nether will the Ministry nor Nigeria Immigration Service incur any liability in an event that a particular Procurement is cancelled
