Invitation to Tender

1.0     Introduction

The Federal Ministry of Youth Development, in furtherance of its statutory mandate, intends to implement some capital projects under various works and goods in line with the proposed budget for the Financial Year 2014 and in accordance with the Public Procurement Act 2007,

The Ministry therefore invites interested competent Companies to collect documents for the projects as listed below:

1.1 Scope of Works and Services

The scope of works to be carried out include the following:

3.0.    Eligibility Criteria

Interested and competent Contractors should submit the following documents along with theirtenders in a separate envelope properly addressed and enclosed in a large envelope together with the tender:

a)     Evidence of registration with Corporate Affairs Commission and annual returns in past 3 years

b)    Evidence of Tax Clearance Certificate for the last three (3) years ending in December 2014 (2011-2013);

c)     Evidence of VAT Registration and up-to-date remittance;

d)    Tax Identification Number (TIN)

e)     Evidence of particulars of Directors

f)      Company Key staff with their C Vs and certificates duly signed by bearers for proof of ownership.

g)     Evidence of   financial capability (This will include certified Bank statement of Account and Bank reference letter with commitment)

h)    Evidence of similar jobs executed in last 3 years(attached with contract awards. interim certificates and or completion certificates)

i)       Evidence of certificate of compliance with National Pension Commission (PENCOM) guidelines;

j)       Evidence of certificate of compliance by Industrial Training Fund in line with the provisions of ITF Act, 2014.

k)    Unabridged company Audited Annual Report for the immediate past(3) years;

l)       A sworn affidavit that no partner/director has been convicted in any country for criminal offences related to fraudulent or corrupt practices, or criminal misrepresentation or falsification of facts relating to any matter and that all the required documents are both GENUINE AND UP TO DATE,

m)  A sworn affidavit disclosing whether or not any officer of FMOY or BPP is a former or present Director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all materials particular

n)    Evidence of payment of non refundable tender fee of N20.000,00(Twenty thousand ) Naira in bank draft for each Lot in favour of Federal Ministry of Youth Development.

4.0     Method of Collection & Submission Of Tenders:

Tender documents with detailed specifications are to be collected from the

Procurement Unit upon the presentation of non-refundable Tender fee of N20.000.00 (Twenty Thousand) Naira only by bank draft payable to FEDERAL MINISTRY OF YOUTH DEVELOPMENT Completed Tender documents should be submitted in sealed envelope marked at the right hand corner “Tender for.. …(indicate the specific project and Lot No. of intent)’, addressed to (The Secretary, Ministerial Tenders Board, Federal Ministry of Youth Development, Room 525, 5^th floor, Block E, Federal Secretariat Phase II, Bullet

House, Shehu Shagari Way, Abuja) with   the qualification documents both enclosed in a large envelope indicating the specific project and Lot No., and deposit same in the Tender Box at the Secretary’s office on or before 12noon of Monday, 25^th August 2014

5.0.    Opening of Tender

The tenders will be opened IMMEDIATELY after closing by 12noon, Monday 25^th August   2014, at the Permanent Secretary’s Conference Room, 2^nd Floor, Block of Representatives of the Tenderers, Professional Bodies, NGOs, Civil Society Organisations and interested members of the general public are hereby invited to witness the Bid Opening.

6.0     Additional Information.

Please note that:

1. The Ministry may verify any or all the claims made by applicants and shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary;
2. Bidders who have worked for the Ministry and have history of poor performance, abandonment, termination and/or prolonged contract execution period need not apply;
3. This advertisement shall not entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from the Ministry by virtue of such companies having been prequalified;
4. The Ministry reserves the right to reject any and/or all prequalified Bidders at its sole discretion and at no costs whatsoever;
5. All costs incurred in responding to this advert and prequalifying for the projects shall be borne solely by the Bidders;
6. All submission pages must be duly initialed by the company;
7. Submissions must be accompanied with a sworn affidavit indicating that all documents submitted are genuine and verifiable;
8. Non compliance to the instructions will lead to disqualification; and
9. This advertisement shall not be construed as a commitment on the part of the Ministry to award contract to any bidder.
