Invitation to Tender
In compliance with the Public Procurement Act 2007 as regards Procurement of goods, works and services, the Ministry hereby invites competent and interested contractors with relevant expertise and experience to tender for the following under listed for the 2013 appropriation.

2. Mandatory Requirements without which a Bidder Shall be Disqualified:
Interested and eligible contractors and Consultants are required to submit the following documents:
i. Evidence of Company Registration with compliance with Corporate Affairs
Commission (CAC)
ii. Evidence of VAT registration and remittances
iii. Evidence of tax clearances for the last 3 years (2010, 2011, 2012)
iv. Evidence of compliance with Pension Act 2004 including evidence of remittances.
v. Evidence of remittance of Industrial Training Fund (ITF) contributions
Other Requirements
vi. Evidence of technical competence including qualified staff with registration with relevant professional bodies/availability of equipment(s)
vii. Evidence of experience with similar jobs including letters of award of contracts, contract sum(s) and completion certificates
viii. Evidence of Financial capability and support from reputable banking institution
ix. Company’s audited account for the last three (3) years (2010, 2011, 2012)
x. Bid security (2% of the bid price) issued by a reputable bank is required.
3. Collection/Submission of Bid Documents
Bid documents can be collected from the office of the Deputy Director (Procurement), Room 702, Block E, Federal Secretariat Complex, Phase 2, Central Area between the hours of 10 am – 4 pm Monday to Friday with effect from 7th October, 2013. Duly completed tender documents should be dropped in the tender box provided in the same office on or before 12noon 18th November 2013. The financial and the technical envelopes should be clearly marked with the lot number, name of the contractor and contact phone number. All request for collection of bid documents should be done after payment of non refundable fee of twenty thousand I Naira(N20,000)per lot.
4. Bid Opening
All bids submitted shall be publicly opened same day (18th November 2013) but immediately after closing of the submission of bids by 12.00 noon at the Block D Conference Room Secretariat Phase 2. Company representatives, professional association, civil society organization and the general public are invited to witness the bid opening session.
5. Please Note
That all costs incurred by bidders as a response to this invitation and subsequent requests shall be borne by the respective firms and the ministry is not under any obligation to award the contract to the lowest bidder.
