Invitation to Pre-Qualification and Tender for Execution of Year 2014 Capital Projects
The Federal Polytechnic, Haro hereby invites competent and reputable contractors for the submission of expression of interest in the execution of the under listed approved Projects under year 2014 Capital Projects.
Year 2014 Capital Projects:
- Rehabilitation of Lecture Theartre
- Rehabilitation of Internal Road
- Procurement of Laboratory and Workshop Equipment for Agricultural Engineering Department
- Purchase of Sewage Vehicle
- Construction of Accommodation Demonstration Centre for the Department of Hospital Management
- Supply and Installation of Furniture, Fittings and Equipment for the Accommodation Demonstration Centre
- Pre-Qualification Requirements
Interested Contractors are required to submit the following documents bound and paginated as outlined hereunder: (Nob Compliance with Items 1-9 below will lead to outright disqualification)
- Certificate of Incorporation with the Corporate Affairs Commission (CAC) with copies of Forms Co2 and C07
- Evidence of Recent Annual Returns of Corporate Affairs Committee (CAC)
- VAT Registration Certificate and evidence of remittance of VAT for the last Three (3 years
- Tax clearance for the past three (3) years expiring December, 2014
- Certificate of compliance with the Pension Reform Act 2004 issued by the Pension Commission (PENCOM) with Pension Commission in compliance with provisions of section 16 (6) d of the Public Procurement Act 2007(PPA2007)
- Evidence of remitting Employer and Employee Pension Contributions to the appropriate pension fund custodian
- Certificate of compliance with the provision of Section 6 (1), (2), (3) of the amended Industrial Training Fund (ITF) Act No. 19 of 2011
8. Evidence of payment of training contributions to ITF in compliance with the provision of Section 6(1), (2), (3) of the amended Industrial Training Fund (ITF) Act No. 19 of 2011
- Audited Annual Financial Report of the Company for the past three (3) years
Tenders will be Pre-qualified on the basis of Quality/Technical using Items 10-16
10. Verifiable list with supporting evidence of similar and other jobs successfully executed to completion by the Company in the last six (6) years
- List of Contracts/Supplies with supporting evidence currently undertaken by the company (including Contract value and period)
- Verifiable list supported by relevant certifications of key personnel with qualification and experience
- Verifiable list with supporting evidence of equipment and technical capacity
- Evidence of Financial Capabilities/capacity and Bank Support (Bank Reference)
- Articulated work plan and methodology
- Safety and Risk Assessment methodology
- Declaration that the company is not
(a) In receivership, or in any form of Insolvency or bankruptcy proceeding or the subject of winding up petition proceeding and
(b) Having any Director who has been convicted in any country for any criminal misrepresentation or falsification of facts relating to any matter of its company
- Accompany the bid with an affidavit disclosing whether or not any officer of the Polytechnic is a former or present Director. Shareholder or has any pecuniary interest in the bidder
- Please state clearly your Company’s full contact address, GSM phone number and e-mail address required to ease communication
- Affidavit that the information presented in the bid is correct in all particulars
- Submission Of Pre-Qualification And Collection Of Tender Documents
The relevant Pre-qualification should be neatly packaged in binders and clearly marked at the top left corner “Pre-Qualification for” (the chosen Project) and to reach the address below on or before Monday, 22nd September, 2014 by 12 noon.
The companies submitting the Pre-qualification should write the name of the company at the bottom left corner of the envelope for easy identification.
N.B: Only pre-qualified bidders will be invited to tender for the Project
The advertisement of invitation for pre-qualification should not be considered as a commitment on the part of this Polytechnic nor shall it entitle the contractor to make any claim whatsoever and seek any indemnity from the Polytechnic. It is not also an invitation to bid.
All those interested should be available for the opening of Pre-qualification documents on Monday, 22nd September, 2014 by 12 noon at the Polytechnic Boardroom, West Campus.
Pre-qualified bidders shall be required to procure bid documents at the office of the Director of Woks and Services, Federal Polytechnic, Ilaro upon the payment of a sum of Ten thousand Naira (N10,000.00) only payable to The Bursar, Federal Polytechnic, Ilaro, Ogun State. Completed Tender/Bidding documents shall be returned sealed to the Registrar, The Federal Polytechnic, Ilaro, not later than 12 noon on Monday 20th October, 2014.
Please Note:
- Tender document will be opened on Monday 20th October, 2014 at the Polytechnic Boardroom, West Campus, at 12 noon in the presence of all bidders.
- Late submission will not be accepted
- All Claims by Contractors will be verified and shall disqualify any contractor whose claims are found to be false
- Any Tender that fails to achieve the overall Quality/Technical threshold will have their Financial Submission (Tender document) returned unopened
- Evaluation of the Price element of each Tender will take place after the evaluation of the quality submission of all Tenders where the quality score meet or exceed the Quality threshold
- Final Tenders assessment will be on the basis of both Quality/Technical and Price
- Any Bid document not signed will be rejected
- Bidders are free to bid for all the Lots but shall not be offered more than one Lot for award of contract
- The Employer does not bind himself to accept the lowest or any tender
