Invitation for Tenders (IFT): Procurement of Works for the Project for Construction of Classrooms for Primary Schools in Oyo State in the Federal Republic of Nigeria

(1) The Government of Japan and the Government of the Federal Republic of Nigeria (hereinafter referred to as “the Recipient”) signed the Exchange of Notes dated September 30, 2014 (hereinafter referred to as “the E/N”), concerning the Japanese grant assistance for the Project for Construction of Classrooms for Primary Schools in Oyo State in the Federal Republic of Nigeria (hereinafter referred to as “the Project”) by the Recipient. On the basis of the E/N, the Japan International Cooperation Agency (hereinafter referred to as “JICA”) extended a grant of the amount of One Billion and Two Hundred Seventy Seven Million Japanese Yen (JPY1,277,000,000) (hereinafter referred to as “the Grant”) to the Recipient for the purpose of contributing to the implementation of the Project in accordance with the Grant Agreement (hereinafter referred to as “the G/A”) signed on September 30, 2014, between JICA and the Recipient.
The Project includes the construction of and furniture supply for Primary Schools in Oyo State and intends to apply a part of the Grant to eligible payments under the contract for CMNG14-001.
Japan International Cooperation System (JICS) (hereinafter referred to as “the Employer”) acts for and on behalf of the Recipient to procure the products and services in accordance with the E/N and the G/A. The Employer is also delegated to conclude a contract with the contractor and to make a payment to the contractor.
(2) The Employer now invites sealed tenders from qualified tenders for the following contract for the construction of educational facilities and the furniture supply.

(3) Tenderers may submit their Tender for multiple numbers of lots. However, Tenderer is required to satisfy each lot’s requirements as further defined m the Tender Documents.
(4) Tender will be conducted among registered entity as the construction firm in Nigeria and have Certificate of Incorporation issued by Corporate Affairs Commission (CAC)
(5) A complete set of Tender Documents in English may be purchased by interested tenderers upon payment of a non-refundable fee of Twenty Thousand Nigeria Naira (NGN20,000.00) for each set from the Employer at the Employer’s office at the address below. The payment method will be by Cash only.
(6) Tenders must be delivered to the Employer at the address below at or before 10:00 AM (Nigeria Standard Time) on March 19, 2015 Electronic tender will not be permitted. Late tenders will be rejected. All tenders must be accompanied by a Tender Security for each lot as further defined in the Tender Documents. Tenders shall be valid for a period of ninety (90) days after Tender Opening.
