Invitation for Pre-Qualification for Needs Assessment (Special Presidential) Intervention (Phases I &II) Projects in Nasarawa State University, Keffi
(A) Preamble:
Applications are hereby invited from reputable and interested contractors with relevant cognate experience and good track record of performance for pre-qualification on NEEDS Assessment Special Presidential Intervention (Phases I&II) Projects in Nasarawa State University, Keffi. The projects are grouped under the following under-listed headings:
- Completion of Faculty of Education Building.
- Rehabilitation of Classrooms and Laboratories.
- Rehabilitation of Hostels.
- Construction and Furnishing of Central Library – Phase I.
- Construction and Furnishing of Staff Office Complex.
- Construction of 500-Seat Lecture Theatre.
- Upgrading of Electricity.
- Upgrading of Water Supply.
- Upgrading of Football Pitch.
- Construction, Furnishing and Equipping of Laboratory for Faculty of Natural and Applied Sciences.
(B) Pre-Qualification Criteria:
The pre-qualification documents should include:
(i) Mandatory and Compulsory Criteria:
(a) Evidence of incorporation/registration with Corporate Affairs Commission (CAC) and submission of forms C02 and C07.
(b) Company current tax clearance certificate for the last three (3) years (2011 – 2013).
(c) Company audited account for the last three (3) years (2011-2013) certified by a Chartered Accountant/Auditor.
(d) VAT registration and evidence of remittances in the last three (3) years (2011-2013).
(e) Evidence of compliance with pension contribution fund for staff of the company from reputable Pension Fund Administrators (PFA) as provided in section 16, subsection 6 (d) of the Public Procurement Act. 2007 including 2014 PE NCOM Certificate.
(f) Evidence of compliance with the provisions of the Industrial Training Fund Amendment Act as stipulated in section 6(1)- (3).
(II) Other Criteria:
(a) Evidence of financial capability and Bank reference including consent to allow tax verification with Bankers.
(b) List of similar verifiable and successfully executed projects or on-going by the company with letter of award and intern completion certificates. Letters of award and interim certificates of payment should be attached for projects that are on-going
(c) List of managerial key technical and administrative staff of the company which should include names, curriculum vitae and copies of certificates for each key staff.
(d) List of equipment owned or on lease hold by the company relevant for smooth execution of the project. Evidence of ownership and pictures with company logo is an added advantage.
(e) Evidence of community social responsibility (if any).
(f) A declaration or a sworn affidavit indicating the following:
(i) That all documents submitted are genuine and verifiable.
(ii) That none of the Directors has been convicted in any court for any criminal offence including fraud or financial impropriety.
(iii) Whether any officer of Nasarawa State University, Keffi is a former or present Director, shareholder or has any pecuniary interest in the company.
Note:
Failure to provide any of B1 (a-f) will automatically disqualify the bidder.
(C) Submission of Pre- Qualification Documents
Pre-qualification documents bound in a wax-sealed envelope with “Pre- qualification as Contractor” written at the top right hand corner addressed to the Registrar, Nasarawa State University, Keffi, and should be hand delivered into the pre-qualification box in the Registrar’s Office not later than 3rd February 2015. Submission of documents shall close at 11.00am on the same day.
Please note that only one set of pre- qualification documents is to be submitted.
(D) Opening of Pre-Qualification Documents
Pre-qualification documents will be opened on the same day at 12:00 noon at the Senate Chambers, Nasarawa State University, Keffi. All interested members of the public especially intending contractors are hereby invited.
Please Note:
(a) Submission of pre-qualification documents to Nasarawa State University, Keffi is neither a commitment nor an obligation to award contract to any contractor or his agent.
(b) Advertisement for pre-qualification should not be construed as a commitment on the part of Nasarawa State University, Keffi or shall it entitle any contractor to make any claim whatsoever or seek any indemnity from Nasarawa State University, Keffi.
(c) Due diligence would be followed as all documents submitted would be verified. Past executed works, contractors’ offices plants and equipment may be visited for verification. Any discrepancies found would summarily disqualify the contractor.
(d) That only pre-qualified contractors shall be invited to tender.
