Invitation for Technical and Financial Bids for the Execution of the Projects under 2014 Appropriation

1.0     Introduction

1.1     The Chad Basin Development Authority intends to carry out procurements for works and goods for various projects under its 2014 Capital Appropriation,

1.2     The Authority therefore wishes to invite as follows:

(A)       WORKS

Competent and interested contractors with relevant Technical experience, financial capacity and good track records to submit Technical and Financial proposals in response to the bid documents to be issued to them for the execution of the following projects.

LOT A1:     Gora Irrigation Scheme

I.                 Provision of 29nos. washbores with Portable Pump for irrigation

LOT A2;     Michika Irrigation Scheme

I.                 Provision of 29nos, Washbores with pumps for irrigation

LOT A3:     Garin Gada/Ngalda Irrigation Scheme

LOT A7:     Drilling of Solar Powered Borehole at Federal University Gashua, Yobe State

LOT A8:     Drilling of 5nos. Solar Powered Boreholes at Bade LGA, Yobe State

LOT A9:     Drilling of 5nos. Solar Powered Boreholes at Jakusko LGA, Yobe State

LOTA10:    Provision of Washbores & Tubewells with 2” & 3” Waterpumps for Irrigation in Gujba & Gulani LGA

LOT A13: PROVISION OF SOLAR POWERED BOREHOLES IN YOBE STATE

1. Drilling of 3nos. Solar Powered Borehole at Dadingel Village, Gujba LGA, Gagure, Gulani LGA and Sungul, Tarmuwa LGA, Yobe State
2. Drilling of 3nos, Solar Powered Borehole at Sauda Village, Alagarno Ward Fune LGA, Hausari Gadaka Fika LGA, and Yanki Shida, Potiskum LGA, Yobe State
3. Drilling of 1no. Solar Powered Borehole at Dami, Machina LGA, & Rehabilitation of 2nos, Boreholes at Katuzu & 1no. Borehole at Gashua Prison Jabulle bade LGA, Yobe State
4. Drilling of 5nos. Handpump Boreholes at Karasuwa Galu, Bayamari, Karage, Garin Rafi and Jaji Jaji in Yobe State

LOT A21:   Drilling of 2nos. Solar Powered Boreholes at Chata Town & Kwaya Bura Town in Hawul LGA, Borno State

LOT A22:   Drilling of 32nos. Handpump Boreholes 15nos each at Bayo & Biu LGAs in Bayo/Biu/Shani/Kwaya Kusar Federal Constituency – Borno State

LOT A23:   Completion of 33KVA Line from Dachia to Dawayo Junction Bade LGA, Yobe State

(B)     GOODS

Competent and interested contractors with relevant Technical experience, financial capacity and good track records to submit Technical and Financial proposals in response to the bid documents to be issued to them for the execution of the following projects.

II:                Supply of 80,000litres AGO (Direct Purchase)

LOT B2:    Garin Gada / Ngalda Irrigation Scheme

1. Supply of 40,000litres AGO (Direct Purchase)

LOTB3:     Supply of 500nos. 2” Portable Irrigation Pumps for Mafa/Dikwa/Konduga Federal Constituency

LOTB4:     Baga Polder Project

1. Supply of Welding Machine
2. Supply of 33,000litres AGO (Direct Purchase)

LOTB5      Rehabilitation of Plant & Machinery

1. Supply of Land Cruiser Jeep (Direct Purchase)

LOTB6: Alau Dam

1. Supply of Complete Engine for CAT 120H Motor Grader

LOTB7: South Chad Irrigation Project

I.       Supply of 2nos. Toyota Camry 2.5litre engine 2013 model (Direct

Purchase)

LOT B8: Supply of 60nos. Tricycles

LOTB9: Supply of 200nos. Motorcycles

2.0     Scope of Works

The scope of works and the specifications will be contained in the Standard Bidding Document (SBD) to be issued to bidders in respect of each project.

3.0     Eligibility Criteria

Bidders are to provide the following documents as minimum requirements;

3.1    For Works

1. Evidence of Registration with Corporate Affairs Commission (CAC) by inclusion of certificate of Incorporation and Article of Association.
2. Last 5years (2011, 2012 & 2013) Tax Clearance Certificates.
3. Evidence of compliance with Pension Reform Act 2004 by inclusion of PENCOM Compliance Certificate.
4. Evidence of VAT Registration and remittances
5. Detailed company profile and organizational structure including Names and Telephone numbers of key Personnel (Technical / Managerial).
6. Possession of experience as a Prime Contractor in at least five (5) projects of similar nature and complexity with verifiable letters of contract award and certificates of job completion within the last 5 years (to comply with this requirement, works quoted should be at least 70% physically completed),
7. Evidence of Financial Capabilities/Reference Letter from a reputable Bank and Statement of Accounts
8. For pint venture include Memorandum of Understanding.
9. Evidence of Registration with relevant Professional bodies such as ARCQN, COMEG, COREN or 1CCON and IRAN etc.
10. Having annual Auditors report for at least 3ycars (2011, 2012 & 20 13)/Statement of affairs for pioneer company.
11. Bidders are to provide evidence of ownership/lease of relevant construction equipment;
12. Possession of satisfactory Quality Assurance/Quality Control Manual
13. Evidence of Compliance with Industrial Training Fund (ITF) Amendment Act 2011 by inclusion of Certificate of Compliance from Industrial Training Fund.
14. Evidence of compliance with Pension Reform Act 2004 by inclusion of PENCOM Compliance Certificate.

Non-compliance will lead to disqualification.

3.2       For Goods

a.      Evidence of Registration with Corporate Affairs Commission (CAC) by inclusion of certificate of Incorporation and Article of Association,

1. Last 3years(2011, 2012 & 2013) Tax Clearance Certificates. ‘
2. Evidence of compliance with Pension Reform Act 2004 by inclusion of PENCOM Compliance Certificate,

5. Evidence of experience in at least five (5) Jobs of similar nature and complexity executed within the last 5years with verifiable letters of contract award and certificate of completion.
6. Evidence of Financial Capabilities/Reference Letter from a reputable Bank and Statement of Accounts.
7. For joint venture include Memorandum of Understanding.
8. Having annual Auditors report for at least 3years (2011, 2012 & 2013) /Statement of affairs for Pioneer Company.

j.        Possession of Manufacturer’s Authorization Certificate

k.       Evidence of Compliance with Industrial Training Fund (ITF) Amendment Act 2011 by inclusion of Certificate of Compliance from Industrial Training Fund.

4.0     Collection of Tender Documents

Qualified Companies shall on written application collect Standard Bidding Documents (Technical and Financial) from:

Upon the presentation of evidence of payment of non refundable tender fee of N20,000.00 for works & N15,000.00 for Goods.

5.0     Submission of Tender Documents

Completed Technical and Financial Bids shall be submitted separately in 3sets of hard copy and 1 soft copy in sealed envelopes and labeled “Technical Proposal and Financial Proposal” and both placed in a third envelope. All the three envelopes should bear the name of the contractor/supplier with the “Project Name” boldly written at the top right hand corner and addressed to:

All Technical and Financial Bids must be submitted on or before 12.00noon 12^th August, 2014 to the:

and shall be publicly opened on the same date at the Conference Hall of the Chad Basin Development Authority, Maiduguri immediately following the deadline for submission of the Bids.

8.0     Important Information

Chad Basin Development Authority reserves the right to:

b.      Verify the company address/location indicated in the expression of interest.

1. Failure to comply strictly with instructions above and to provide any required documents may result in the disqualification of the company.

d.      Original documents under item 3.0 (3.1 – 3.2) above must be produced for sighting.

1. Tender documents submitted after the closing date and time shall be rejected.
