Invitation for Technical and Financial Bid/Expression of Interest for the

Execution of the Underlisted Projects Appropriated in the 2014 Budget of the Nigerian Maritime Administration and Safety Agency (NIMASA)

1.0       Introduction

1.1     The Nigerian Maritime Administration and Safety Agency (NIMASA), a Parastatal of the Federal Ministry of Transport, in compliance with the Public Procurement Act (PPA) 2007, the Agency hereby invites reputable and interested Contractors/Companies/ Consultants to submit Technical and financial as well as proposals for expression of interest for the under-listed projects as provided in die Agency’s budget for 2014.

2.0       General Requirements:

21      Prospective bidders are required to submit tire following documents:

1. Detailed Company Profile stating current office address, e-mail and telephones.
2. Evidence of registration with Corporate Affairs Commission (CAC) by inclusion of Certificate of Incorporation and Articles of Association.
3. Evidence of Tax Clearance Certificate and Tax remittances for the past three years (2011, 2012, 2013) corresponding with declared Annual Turnovers by inclusion of photocopy.
4. Evidence of compliance with the Pensions Reform Act 2004, by inclusion of compliance letter from National Pension Commission.
5. Evidence of compliance with Industrial Training Fund (ITF) Act of 2011 by inclusion of compliance letter from Industrial Training Fund.
6. Evidence of VAT registration/Remittance certificate.
7. Evidence of compliance with Nigerian Social Insurance Trust Fund (NSITF) by inclusion of compliance letter from Nigerian Social Insurance Trust Fund.
8. Audited Statement of Account of the Company for the past three years duly endorsed by a firm of Chartered Accounts.
9. Provision of Bid Security for all Bids valued above 50 Million Naira at 20% of the bid price by way of guarantee from a reputable bank.
10. Evidence of working capital for bids valued above 50 Million Naira and above and authority to seek reference from Bidder’s Bankers.
11. A sworn affidavit that none of the Directors has been convicted in any criminal offence.

Failure to submit all documents state above may lead to the disqualification of the Bid.

3.0     Additional Requirements:

3.1     Works:

1. List of relevant technical equipment for the job clarifying whether the equipment is fully owned or leased.
2. Evidence of accreditation/professional registration.
3. Evidence of experience of at least five (5) jobs of similar nature and complexity executed within the last three years with verifiable letters of contracts award and job completion certificate.
4. List of key personnel including professionals.

3.2     Goods:

1. Possession of satisfactory Quality Assurance/Quality Control Certification.
2. Veritable evidence of similar jobs will be an added advantage.

3.3       Consultancy:

i.        List of key personnel inducting professionals to be attached to the work inducting photocopies of relevant professional certificates.

1. Veritable evidence of similar works done will be an added advantage.

3.4       Expression of Interest:

1. I No payment is required for Expression of Interest. Proposals should be submitted to the office of:

Nigerian Maritime Administration and Safety Agency (NIMASA),

No 4 Burma Road, Apapa, Lagos.

4.0       Collection of Bid Documents/Submission of Proposals:

4.1     Interested Companies/Firms should collect Standard Bid Documents as from Monday 9^th June, 2014 from the office of the Deputy Director Procurement’s Office, 5^th Floor, The Nigerian Maritime Administration and Safety Agency (NIMASA), No. 4 Burma Road, Apapa, Lagos, after the payment of a non-refundable fee of Thirty Thousand Naira (N30, 000.00) only for each Lot at the Financial Services Department (Revalue Section) of the Agency on the 4^th Floor Payment shall he made in form of a Bank Draft in favour of NIMASA.

5.0       Submission of Technical and Financial Bids:

5.1     The Technical and Financial Bids of firms with all the required supporting documents (Original and Duplicate) neatly packaged in sealed envelopes and One (1) CD-ROM, each stating the Project, Lot Number and Company’s Name shall be submitted not later than Thursday, 17^th July 2014 at 11 am, to the Office of:

Deputy Director (Procurement),

Room 500, 5th Floor,

Nigerian Maritime Administration and Safety Agency (NIMASA),

No 4 Burma Road, Apapa, Lagos.

Submissions on the last day, which is the bid opening day, shall only be received at the Venue of Bid opening exercise before 11:00am of 17th July, 2014.

Note:That the Financial Bid documents should be enclosed in a separate envelope from the Technical Bid documents. Failure to comply with this may lead to the disqualification of the Bid.

6.0       Opening of Bids

6.1     The Technical Bids shall be Opened on Thursday 17^th July, 2014 at the Multi-purpose hall of the Nigerian Maritime Resource Development Centre (NMRDC), Kirikiri, Lagos by 11.00 am.

Bidders or their representatives, Relevant Professional Bodies and Non-Governmental Organisations (NGOs) are invited to witness the Public Opening exercise accordingly.

Opening of financial bids of Tenders adjudged technically competent shall be done at a later date that will be communicated to successful (Pre-qualified) Firms.

6.2     Enquiries

Notation:

1. Late submission of pre-qualification documents will not be entertained.
2. Companies submitting bids/proposals car the last day of submission should do so at the Nigerian Maritime Resource Development Centre, Kirikiri not later than 11.00 am where the bid opening shall be taking place.
3. All CAC, VAT, PENCOM, ITF and Tax Clearance Certificates submitted may be referred to Security Agencies, Corporate Affairs Commission (CAC), Federal Inland Revenue Service (FIRS), Industrial Training Fund (ITF), National Pension Commission and other relevant bodies for verification.
4. This notice shall not be construed to be a commitment on the part of Nigerian Maritime Administration and Safety Agency to award any form of contract to any respondent nor shall it entitle any Company/Firm submitting documents to claim any indemnify from the Agency.
5. The Agency is not bound to accept the lowest tender and Bidders shall be responsible for all costs in preparation and submission of Bids.
