Invitation for Prequalification/ Expression of Interest for MDGs 2014 Appropriation
A) Introduction
The Federal Government of Nigeria through the Office of The Senior Special Assistant to the President on Millennium Development Goals (OSSAP- MDGs) proposes to carry out General Consultancy, Works and Goods under the 2014 Capital Projects (beside the Special Projects)

Competent and interested Bidders are invited to submit Technical and Financial Bids for the individual procurement listed above.
2-0 Prequalification Requirements
2.1 For Consultancy
a) Evidence of Registration with Corporate Affairs Commission (CAC). namely Certificate of Incorporation and Articles of Association:
b) Tax Clearance Certificate for the last three years, i.e. 2011, 2012 and 2013,
c) Evidence of Registration with National Pension Commission (PENCOM) and Remittance Of Pension Contributions of employees for Firms with more than five (5) employees;
d) Evidence of VAT Registration and Remittance to Federal Inland Revenue Service;
e) Detailed Company Profile, including Curriculum Vitae, Academic and Professional Certificates of Professional Staff to be used for the supervision of the projects, their work experience and attestation of their availability;
f) Evidence of experience of Firm in at least three (3) jobs of similar nature and complexity executed within the last three years with verifiable letters of contract awards from recognized Government or other reputable Agencies, evidence of payment and Certificate of job completion
g) Evidence of Financial capability and letter of reference from a reputable bank;
h) For Joint Ventures, Memorandum of Understanding should be included,
i) Evidence of Firms registration with relevant professional bodies such as ARCON, COREN, CORBON, QSRBN, etc as applicable,
j) Annual Auditors Report for the last three years, i.e. 2011, 2012 and 2013;
k) Proposed methodology and work plan i e Technical Approach, Work plan and Organisation
l) Evidence of Registration with Financial Reporting Council of Nigeria
2.2 For Works

m) Evidence of Registration with Financial Reporting Council of Nigeria
For Goods
a) Evidence of Registration with Corporate Affairs Commission (CAC), namely Certificate of Incorporation and Articles of Association.
b) Tax Clearance Certificate for last three years, i.e. 2011. 2012 and 2013;
c) Evidence of Registration with National Pension Commission (PENCOM) and Remittance Of Pension Contributions of employees for Firms with more than five (5) employees;
d) Evidence of VAT Registration and Remittance to Federal Inland Revenue Service;
e) Detailed Company Profile;
f) Evidence of experience in at least three (3) jobs of similar nature previously executed within the last three years or currently being executed, with verifiable letters of contract awards from recognized Government or other reputable Agencies, evidence of payment and Certificate of job completion;
g) Submission of Technical Details and Brochures of items bided for;
h) Evidence of Financial capability and letter of reference from a reputable bank;
i) Full and verifiable address of firm and contact phone number;
j) Annual Auditors Report for last three years, i.e. 2011, 2012 and 2013;
k) Evidence of Industrial Training Fund (ITF) Contribution;
l) Evidence of Registration with Financial Reporting Council of Nigeria.
3.0 Submission of Documents
Pre- qualification Documents (2 sets of hard copies and Soft copy in Microsoft Office) shall be submitted in a sealed envelope and labeled “Prequalification/ Expression Of Interest” marked with the appropriate Project Name at the top right hand corner and the company’s name indicated at the back of the envelope and addressed to:

3.1 The closing date for the submission of all Bids Is 12.00 noon, Wednesday 26th February, 2014
4.0 Things to Note
a) Only Firms whose Prequalification/ Expression of Interest documents fulfill the minimum eligibility requirements will be considered for the next stage;
b) No Bids submitted after the closing date will be accepted or considered.
c) Bids that do not have the Company’s name and verifiable address on them will not be considered
d) All enquiries should be directed to The Office of the Senior Special Assistant to the President on MDGs at the address in 3.0 above.
5.0 Opening of Bids
All Bids will be opened on Wednesday 26th February, 2014 at Block E Conference Hall, Federal Secretariat Phase 2 at 12.00 noon in the presence of all Bidders who wish to witness it, representatives of relevant Professional bodies and representatives of Non- Governmental Organisation in Transparency and Anti- corruption.
7.0 Disclaimer and Conclusion
The Office of The Senior Special Assistant to the President on Millennium Development Goals (OSSAP- MDGs) will not be responsible for any cost or expenses incurred by any interested party(ies) in connection with any response to this invitation.
